After the Qing Dynasty " bureaucratization of native officers",the “Dong Minority”,who live in the border area of Hunan,Guizhou and Guangxi, have created a new supply mode of public goods in order to reunite the ethnic identity and maintain the social order:The “Dong's play” is a new public goods, the “Dong's theatrical troupe” is responsible for the production and supply of this new public goods. In order to ensure the effective supply of new public goods, the “Dong's theatrical troupe” constructed a new ethnic authority(Take the play master as the center),A new way of human resource management(based on the members of Dong's theatrical troupe),and the new distribution mechanism of public goods(The “Weex Heek” Festival").In the early period of modern China and the early period of the founding of new China, the new supply mode of public goods has undergone two changes: On the one hand,it continues to resolve regional social risks,on the other hand,It actively participated in the construction of legitimacy of the new China regime. In short, the “Dong's theatrical troupe” is not only a social organization of China's ethnic minorities, but also a unique informal institution. Now,the Dong minority migrant workers who enter the city have reproduced the traditional supply strategy of public goods(setting up “Dong's theatrical troupe”),In this way, they can adapt to the uneven distribution of urban public goods. This phenomenon reflects the social adaptation dilemma of the floating population of ethnic minorities in China, and the path dependence on the Adaptation strategy. In addition,Local governments also have shortcomings in providing public products for floating population of ethnic minorities.
