Study On The Problem Of Public Bicycle Management In Wei Fang

With the accelerating process of urbanization,traffic and environmental problems are becoming more and more serious,traffic congestion and air pollution are everywhere,seriously threatening people's physical and mental health and hindering the process of urbanization.This has become a common problem all over the world.For this reason,all countries have put green travel,low carbon travel and environmental travel on the work schedule.Public bicycles have the characteristics of pure green and zero emission,which can help to reduce the emission of pollutants and restore the quality of the air.In addition,it has the advantages of convenience and small size,which can help to replace some private cars and reduce traffic congestion.At the same time,the waste of resources is effectively avoided because of the lack of material.At present,many cities in our country have introduced public bicycle projects and achieved certain results.Of course,in response to the construction of "resource saving and environment-friendly" type two society,Wei fang municipal government has also begun to introduce public bicycle projects.This article mainly discusses the five parts,the first part mainly expounds the research background,the research significance and the related theories,and the latter part is the use of questionnaires and field interviews,on the basis of the investigation of the public bicycle governance in Wei fang and the theory of network governance,and the analysis of many problems in the process of public bicycle governance in Wei fang.It is found that the outstanding problems in the process of public bicycle management in Wei fang are: the unreasonable rental sites,the occupancy of the bicycle lanes,the low efficiency of the service card service,the high rate of bicycle damage and the generalization of the maintenance sites.The main reason is that the network mode,the responsibility and the incentive mechanism of the public bicycle management are not established,the supervision system is not perfect and the mufti governance is not perfected.In view of these problems,the author puts forward specific solutions to these problems with the help of three dimensions of network design,network and responsibility predicament and the construction of network governance ability in the network governance theory,including building a network pattern of multiple governance,establishing a perfect responsibility and incentive mechanism,perfecting the supervisory management system and improving the ability of mufti subject governance.These countermeasures will provide improved ideas for the orderly and healthy development of public bicycles in Weeing,and guide public bicycles towards a more glorious future,which will benefit the citizens and benefit the society.
