Talents are the premise of rural revitalization.To realize agricultural and rural modernization,the modernization of "people" should be realized first.At present,the revitalization of talents in Chinese rural areas faces a number of difficulties,and the overall effect of implementation is not satisfactory.To introduce energetic human resources to rural revitalization,it is urgent to improve the work of rural talents.Y subdistrict office is located at the edge of the main urban area,with obvious differences between urban and rural development.Take Y subdistrict office as an example,after analyzing its current requirement for talents and the present situation of talent revitalization,it is not difficult to see that rural development needs a large number of innovative talents,rural management talents and technical talents who mainly composed of new professional farmers,agricultural science and technology talents,rural elementary education talents,medical and health talents and cultural communication talents.The talent resources supply of Y subdistrict office,however,is currently caught in a quagmire in which the quantity of talents is not sufficient,the quality is not high,the structure is unbalanced and the talents are not able to play their roles fully.Judging from the actual situation of the rural talent revitalization of Y subdistrict office,the supply and demand of rural talent resources are apparently unbalanced.Through the contradiction between supply and demand of talents,we can see that because of the defects in talent systems such as social security and talent incentive mechanism,the defects in rural talent education and training mechanism such as talent training mode and education system,the great risks of rural entrepreneurship and innovation,and the restrictions upon farmers' self-consciousness as the masters of the rural area,the rural talent team construction of current Chinese rural talent revitalization has come to the bottleneck of the one-way outflow of talent resources to urban areas,the mismatch between talent development and practical requirements,the defects in talent development environment,and the lack of farmers' self-consciousness as the masters,which restricts the process of agricultural and rural modernization development.Western countries where agriculture and urban areas are well modernized have experienced the exploration stage of rural talent construction,and have formed systematictalent training and introducing systems.Through the analysis of the experience of rural talent revitalization in four western countries,Japan,South Korea,the United States and Germany,we can see that faced with the dilemma of talents unwilling to come and unable to stay,the classified application based on the professional advantages of talents,strengthening ideological education to enhance the willingness of rural talents to stay in rural areas to work,and creating high-quality positions that are required by the government and meet the personal value needs of talents can promote talents to move towards rural areas;the systematization and standardization of rural talent education as well as the provision and strong guarantee of technical support are more conducive to improving the quality of talent output;employers and social institutions with first-hand experience are encouraged to participate in talent education for mutual benefit,as it is conducive to the improvement of talent practical abilities.Suggestions for rural talent revitalization are presented in the end of this paper.This study holds the opinion that: building a social security system,improving the rural talent incentive and evaluation mechanism as well as other talent revitalization policy systems;carrying out targeted and focused classified training of rural talents such as new professional farmers,agricultural science and technology talents and rural management talents;improving systematic education of rural talents through means such as promoting balanced allocation of educational resources and enhancing the function of colleges and universities as human resources think tank;creating a good talent development environment through means such as building a livable environment for talents,increasing rural entrepreneurship and employment opportunities,and improving rural entrepreneurship risk prevention mechanism;emphasizing farmers roles as the masters by fully stimulating the vitality of existing rural talents through means such as strengthening democracy construction at the grass-roots level and strengthening rural education and training,can effectively solve the current difficulties in rural talent revitalization.
