Research On Home Care Service Of Urban Community In China From The Perspective Of Collaborative Governance Theory

An aging population is a major trend in the development of the world's population,it puts enormous pressure on economic and social development.China has been affected by the family planning policy since the beginning of the 21 st century,and the aging degree of our country has gradually increased.By the end of 2016,there were 16.7 percent of the population aged 60 and over,including 10.8 percent of the population aged 65 and over.Faced with such a large number of elderly people,the pension problem has become an important issue for people's livelihood in China,which urgently needs a kind of old-age pension system that meets China's national conditions.The traditional old-age pension system in China is the family endowment,and the family structure of "421" has led to the aggravation of the burden on the children of modern society,which can not meet the current pension requirements.In this situation,the institution endowment is born,and the number of elderly people in China is huge,and the number and beds of various kinds of pension institutions are far from meeting the needs.Moreover,it is constrained by the traditional moral thought of our country,and it is difficult for institutions to be accepted by most families.The report of the Nineteenth Congress put forward “strengthening population development strategy research,actively responding to the aging of the population,building a policy system and a social environment that provide for the aged and respect the old,and accelerate the development of old-age businesses and industries”.Therefore,it is of great significance to explore the innovation of the service mechanism for the home care service of urban community.The collaborative governance theory to introduce the urban community home care model can precisely solve the shortcomings of the single subject supply pension service.It can integrate government,business and social resources,make maximum use of the multi-participator's network synergies,improve the pension service system,cater to the increasingly diversified and multi-level development needs of old-age care services in the new era,and present major strategies for the party and the country.The layout has great practical significance.Based on the analysis of the current situation of the development of community home care service in China,this paper starts from the perspective of collaborative governance theory,through a detailed and comprehensive study on the current situation of promoting community home care services in the Lu Yuan district of Changchun city,this paper analyzes the applicability and advantages of collaborative governance theory to community home care services.In this paper,literature analysis,case study and social investigation are used to study the advantages of multi-subject collaborative governance in community home care service.It is conclude that that problems such as lack of regulation,lack of supervision and evaluation,low level of community cooperation,low degree of participation of nonprofit organization,lack of professional service team and shortage of funds,etc.,are summarized in the research of community home care services in the Lu Yuan district of Changchun city.The reasons for the problems are analyzed from the perspectives of government,community,enterprises and non-profit organizations.The main reason is the lack of coordination between the government's policy making system,the improper distribution of community work,the immature development of non-profit organizations and lack of cooperation in the mechanism of home care service.Although the supply subject of community home care service is diversified,there is a lack of communication and coordination between the various supply groups.At present,the supply bodies are in their own state.There is no cooperation between the various supply bodies,the lack of cooperation,the inability to form a resultant force,not to maximize the role of each subject.On the basis of clarifying the functions and responsibilities of each subject,this paper analyzes and discusses the problems that the government,community,enterprises and non-profit organizations can solve the problem of providing services for the single subject.It can enrich that resource of community home care service,diversify the service content,optimize the resource allocation,promote the sustainable development of the home care service and raise the level of the home care service.
