Activating private investment is an important way to maintain stable and rapid economic development,increase public revenue,expand social employment and improve people's quality of life.It is also one of the key issues of the Party committee and goverrnment.With the administrative examination and approval of the administrative system loosening,the total amount of private investment is getting bigger,and the quality is getting better However,the growth of private investment has declined in recent years,which has caused great attention by all parties.Apart from the economic factors,the policy barriers that impede private investment have not yet been completely eliminated.A lot of government administrative approval matters and slow administrative efficiency have defeated the enthusiasm of private investment to a certain extent.In this paper,take Changsha as the research object.As an important provincial capital city in Central China,the development of private irnvestment is very representative under the policy stimulus.Changsha has experienced the rapid development of the total volume and the recent growth rate decline.In order to strengthen the administrative approval of private investment,the government of Changsha has not stopped exploring the pace of administrative examination and approval,such as the business reform in the forefront of the country.This article through the questionnaire survey and case analysis of private enterprises for private investors,lack of barriers and the implementation of the system on the specific point of view,look at the access threshold unable to vote,the approval requirement is not smooth,much time for examination and approval system leads to contradiction can not vote,do not want to invest intermediary management confusion,approval authority is not in place,the low level of information and approval of leading cadres as much slower to lead the investment.Finally,benchmarking domestic administrative examination and approval and the development of private investment,we can learn from advanced experience and put forward countermeasures to activate private investment.
