With the slogan of "Informatization-driven Modernization" and "Smart Court",the information construction of the people's court is gradually accelerating.Case Allocation is one of the main processes of the court case,which functions as the linkage between the case filing and trial.The new cases from Case Filing Chamber will be assigned to the specific judges through the case allocation system,and that means the whole case beginsAt present,the algorithm in Tianjin court case allocation system mainly uses the number of cases as a criterion,which lacks a refined assessment of the workload;secondly,the system uses the "dealing" sequential algorithm,the sequence of the undertakers can be estimated by those who allocate cases in the long-term case allocation process,it results in human disturbance during the allocation process with stuff's subjective consciousnessIn order to improve the scientificity of the case allocation,Tianjin Court proposes the construction of an automatic case allocation system,which supports the "dealing" random algorithm.The system will determine the case allocation and make the allocation process more fair and efficient by the combination of the specialization of judges and the nature of the cases;in this way,the independence and the enthusiasm of the judges are improved..The system is based on the B/S model and the J2EE system specification,combining the MVC design and some various popular frameworks such as Hibernate,Dubbo,Spring.ect.The Automatic Case Allocation System was launched in the Tianjin People's courts at all levels in June 2017,and it has been running well so far.This thesis focuses on the design and implementation of the automatic case allocation system to carry out the following tasks(1)The thesis analyzes the requirement of the project and carries out overall planning of the system.Meanwhile,the requirement of allocation management,allocation configuration,and the external interface modules are analyzed in detail(2)Based on the analysis of requirement,the thesis presents the overall design of the project,divides the modules of the project,and designs the structure of the database(3)Finally,the specific implementation of allocation management,allocation configuration,and the external interface modules of the automatic case allocation system are intrduced based on the analysis of system requirements and the overall design...
