| For a long time,the "three rural issues" has always been a major problem that our government should focus on,and a series of policy policies formulated by the Central Committee revolve around the stability and development of rural society.Since the 18 grand victory of the party,China has entered a critical period of overall deepening reform,especially in politics,and has formed a wave of reform aimed at promoting the modernization of national governance system and governance ability in the whole country.The township government,as an important part of our country’s national governance system,undertakes the task of managing the grassroots society of our country,whose main function is to maintain the all-round development and harmony and stability of the rural society.Therefore,it is necessary to improve the governance ability of our country’s township government to meet the basic requirements of the modernization of governance system and governance ability.With the deepening of the construction of new towns,the political,economic and social environment of our country has changed radically,which makes the benefit pattern of the rural society change,and the new problems of the governance of township government gradually appear.This paper makes a comprehensive and systematic study on the governance of township government in our country,finds out a series of representative predicament in the process of township government Governance,analyzes its causes,and finally finds an effective countermeasure to solve the dilemma.According to the viewpoint of this article,in order to solve the dilemma of township government effectively,we must start from the governance subject of township government,improve the basic quality and ability of all aspects of township cadres,and only improve their quality and ability to serve the grassroots people better.Secondly,to ensure the township government’s revenue,because the immediate cause of township governance dilemma is the reduction of township financial sources,so that township governments lack of rural society to provide adequate public goods capacity.Thirdly,to strengthen the supervision of township finance,to control the budget expenditure of township finance,to supervise the township finance is an important process,the township government should not only seek to increase the tax revenue source,but also control the budget expenditure of township finance to better serve the township finance income.Finally,from the overall environment of the system to ensure a stable revenue,we must change those traditional,rigid old system.In order to solve the problems of township governance,we must reform the system and provide a good system environment for the township government in the transitional period.This paper cites some data collected during the investigation of the Shuangfeng County Serpentine Hill Town as a supplementary material for the research,hoping to benefit the settlement of township government’s dilemma. |
