Research On The Problems And Countermeasures Of Township Government Governance

After The Eighteenth National Congress of the Communist Party of China,with the continuous deepening of the comprehensively reform,promoting the modernization of the national governance system has become an important part of China's comprehensive deepening of reform after the Eighteenth National Congress of the Communist Party of China.Serving as the foundation of the regime construction,township government is also the basis of national governance system,as well as the effective gripper in achieving the country's political rule.It plays an important role in strengthening grass-roots social management,maintaining rural grass-roots stabilization,realizing the sustainable development in rural area,and building a well-off society comprehensively.Therefore,improving the capacity of township government governance is promoted to an unprecedented level.By the developing of reform,rural area has changed dramatically in aspects such as politics,economy,and society,beginning to enter the period of social transition and interest adjustment.Rural development is facing great opportunities,and at the same time,a lot of challenges.Therefore,the township government is given more responsibility and higher expectations,but also faces more challenges.But obviously,the governance level of township in our country doesn't match with these requirements at present.Thus,we must promote the ability construction of township government governance,strengthen the management and guidance of township government.Only in this way,it can adapt to the rapid development of rural society;it can ensure the smooth transition of rural social reform;and it can consolidate the foundation of the national governance system construction.The present paper intends to find out and analyze under the background of the new situation of national policy reform and the new challenges,China's township government governance challenges,and the existing problems,as well as the factors impacting and limiting township government governance.And we also put forward the corresponding governance strategy,so as to provide a useful reference for the effective transformation of the functions of township governments,enhancement of the governance capacity of township governments,and promotion of the construction of new socialist countryside.Through the scientific connotation of national governance,we interpret the meaning of township government governance,and then we comb the development of villages and towns government governance mode in China.Based on the analysis of the current situation of N town management,we also pointed out the limitations of the township government governance in China,the dysfunction and obstacles for function.Finally,we put forward to solve countermeasure,from straightening out the villages and towns government and superior departments and the government at a higher level,the villages and towns within government,township government and villagers' committees and rural citizens,social organizations,the relationship between the township governance body points.
