| The Third Plenary Session of the 18 th CPC Central Committee put forward the strategic goal of "adhering to and improving the socialist system with Chinese characteristics and realizing the modernization of national governance system and governance capacity".As the smallest unit of national administrative institutions,township governments directly undertake the implementation of various policies and measures and are the main participants in grass-roots governance.However,the township government faces a variety of governance embarrassments.For example,the people are very satisfied with the party and the state,but their satisfaction with the township government is relatively low;In the relationship between counties and townships,the operation mode of "strong counties and weak townships" and pressure system has been continuously strengthened;In rural relations,emotion and law are intertwined and the boundary is fuzzy;In the relationship between township and the masses,the failure to implement policies and do a good job is often regarded as the inaction of township cadres.At the same time,township cadres face the problems of low salary,poor conditions,heavy work,low status and low sense of achievement.Facing these governance difficulties,it is very necessary to study the problems and Countermeasures in the governance of township government.Taking WY City,an old revolutionary base and underdeveloped area in the northeast of Sichuan Province as the research object,this paper adopts the methods of literature research,interview and investigation,participatory observation and data statistics,through personnel appointment and removal,cadre team,administrative division adjustment,institutional reform,performance evaluation,financial system,township debt,social organization,working environment,working relationship between towns and villages This paper investigates the current situation of township government governance in WY city from 11 aspects such as the relationship between cadres and the masses,and points out that there are some problems in township government governance in WY City,such as insufficient matching of financial sources and needs,weakening of villagers’ awareness of autonomy,incomplete reform of Township institutions,certain conflicts between supposed and actual roles,unscientific performance appraisal,and imperfect personnel management system,On the basis of comprehensively considering the social and economic basis of WY city and learning from the governance experience of township governments at home and abroad,this paper puts forward countermeasures and suggestions for the problems existing in the governance of township governments in WY City: first,develop regional economy and increase fiscal revenue through "expanding towns";Second,create a good atmosphere of villagers’ autonomy and improve the sense of mass participation;Third,establish the concept of service-oriented government,further change the government function,that is,change the township government function to improve the essence of public service,emphasize the government "service" function and weaken the government "steering" function;Fourth,further decentralize power and give township governments more autonomy.It is required to comprehensively reduce the field of comprehensive law enforcement from power,personnel to staffing to townships,and improve the supervision mechanism from the legal level,social level,third-party level and internal mechanism construction;Fifth,improve the cadre and personnel management system and build a township government and cadre evaluation system;Sixth,change the "top-down" pressure transmission mechanism and establish a county-rural operation mechanism with the two-way combination of "top-down" and "bottom-up".At the same time,in the prospect of township government governance,it is proposed to implement the multi-body governance pattern in developed areas and still implement the governance pattern dominated by township government governance in underdeveloped areas. |
