The statistical results of the 41st Statistical Report on Internet Development in China show that over 60%of Internet users in China have used online government services.For the government,this reality is both an opportunity and a challenge.With the deepening of the reform of the government affairs model,the change of the role of the public and the government will continue to accelerate.In addition to being a traditional service user,the public is also a co-creator of service value.By participating in the design,supply,and improvement of government services,the public will optimize and upgrade the service experience and quality in interaction with the government.The government also became a beneficiary of value creation.In interaction with the public,the government's service level and service capabilities will be improved.However,in the face of increasingly frequent "government to citizen" interactions,whether the government could reasonably respond to widespread and in-depth public electronic participation,convert the challenges into the driving force for progress,and create more co-creative values to benefit the public and itself.This has put forward higher requirements for government capabilities.Therefore,it is necessary to study the value of government e-services co-creation capabilities.Through literature research,it has been found that the existing research on the co-creation of e-government service value mainly focuses on the theoretical exploration of connotation,concept,and mechanism.The empirical research is still insufficient.This study tries to complement the research in this area.First,based on the literature analysis of the connotation,concept,and mechanism of e-government services,value creation,and e-government service value creation,the study summarized six types of public participation activities,including information release,information consultation,information transfer,service evaluation,and program design.Secondly,on the basis of the theory of organizational capability,based on the concept and mechanism of e-government service value creation,the value creation and life cycle of government roles,the study proposes the concept of the government's e-service value co-creation capability.A government e-service value co-creation capability model was constructed.The model includes five levels:dialogue capability,motivational capability,openness and transparency,value transformation capability,and security protection capability.Finally,in order to explore the relationship between the public e-participation behavior and the value creation capabilities of government e-services,hypotheses,models,and scales are proposed,Questionnaires are issued through a combination of online and offline methods.The study collected a total of 3 12 questionnaires,of which 287 were valid questionnaires,and the questionnaires had a recovery rate of 91.99%.The empirical research results show that the government e-service value co-creation capability model is well-fitted and provides a tool for the evaluation of the government's e-service value co-creation ability.Hypothesis test results show that the government e-service value co-creation capability has a significant positive impact on public e-participation behavior.The government's dialogue capability and incentive capability have a significant positive impact on public e-participation behavior.Public e-participation behavior has a significant positive impact on openness and transparency,value transformation capability and safety protection capability.Finally,according to the theoretical and empirical research results,suggestions and countermeasures are proposed for promoting public participation in the value creation of e-government services and enhancing the co-creation capabilities of government e-services respectively.
