| With the continuous increase of population,the scale of economic development and the speed of urbanization,the problems of environmental pollution and energy crisis are becoming more and more serious.To implement the national energy saving and emission reduction policy and to realize the national energy security strategy,China will promote the popularization of new energy vehicles dominated by electric vehicles as an important strategic deployment.Need the rapid construction of charging facilities and standard operation to support.The construction and operation of electric vehicle charging facilities in China has begun to take shape.The number of electric vehicle charging facilities ranks first in the world,and the main body of construction shows a trend of diversification.The technical level is also constantly improving.However,at present,the construction and operation of electric vehicle charging facilities are still facing very prominent problems,mainly including the insufficient supply of land allocated to new large-scale centralized charging facilities,and less policy support for the construction of charging facilities.The operating efficiency of charging facilities is not high,the market supervision of charging facilities is not in place and the profit mode of charging facilities is not clear.The legislation for the construction and operation of electric vehicle charging facilities in China is embodied in laws,local regulations and local government regulations,as well as related normative documents,and the planning system for the construction of electric vehicle charging facilities has been preliminarily established.The financial subsidy system for construction and operation,the standard system for construction and operation and the electricity price system for charging facilities.However,in view of the actual needs of the construction and operation of electric vehicle charging facilities,There are still some problems in the current legal security system of our country,such as the imperfection of the financial subsidy system,the single means of incentive,the imperfect system of administrative supervision,the flaw of the legal liability system and the defect of the electricity price system,etc.In order to promote the rapid construction and standard operation of electric vehicle charging facilities,aiming at the deficiencies of the existing legal guarantee system,and drawing lessons from the development mode of overseas charging facilities construction andoperation,it is proposed that the financial subsidy system should be optimized.In order to perfect the legal guarantee system of electric vehicle charging facility construction and operation in China,the preferential tax system,the development fund system,the administrative supervision system,the project demonstration system and the electricity price system should be established. |
