Study On The Reform Of The Major Department Of Food And Drug Safety Supervision In The Border Areas Of Guangxi

Food and drug safety has always been a hot and focused issue of social concern.This is not only a social issue of social and public affairs management,but also a political issue related to people’s right for life and health.It also relates to sustainable economic development and social stability in a long-term.This is related to the good image and credibility of the party and the government.Food and drug safety is the most important topic in common people’s attention and social sensitivity.As the main undertaker of social public affairs management,the government shoulders the duty of public responsibility for food and drug safety supervision.Since the 18 th National Congress of the Communist Party of China,the Party Central Committee with Comrade Xi Jinping as the core is sticking to the problem orientation,highlighting key areas and implementing reforms in party and state institutions.Significant progress has been made in some important areas and key links,which provides a direction and strong guarantee for the reform of local institutions.Facing the new requirements of the new era and new tasks,according to the 19 th National Congress of the Communist Party of China major strategic deployment,we will further deepen the reform of the party and state institutions,and promote the modernization of China’s system and capacity for governance.In this objective background,the reform of local government’s food and drug regulatory agencies has become an institutional paradigm innovation under the form of national governance modernization.The border area of Guangxi has a unique strategic position in the development and opening up along the border and the promotion of the “Belt and Road Initiative”.Therefore,it is of great significance for local governments to do a good job in food and drug supervision.However,the complicated geographical environment and interlaced national boundaries in Guangxi border area have not only led to food and drug supervision routine regulatory problems,but also made it face problems of food and drug smuggling and cross-border security supervision.The food and drug supervision of the local governments in the border area of Guangxi is facing double pressures,which will tests the governance capacity of local governments in border areas.Therefore,it is urgent to strengthen food and drug supervision and management in Guangxi’s border areas.This paper attempts to take government regulation theory,holistic government theory,collaborative governance theory and the related theoriesof the reform of the super-ministry system as guidance.The particularity of food and drug safety supervision of the local government of Guangxi border area is briefly analyzed,and the preliminary efforts and results achieved in the reform of the supervision and control of local food and drug administration in the border areas of Guangxi are described.On this basis,the problems faced by the reform of the local government’s food and drug supervision system in the border areas of Guangxi are analyzed.For example,the establishment of institutions and functions,operation and coordination mechanisms,the allocation of departmental responsibilities,international cooperation and so on.At the same time,the reasons for the problems are analyzed in detail,such as the lack of top level design,the immaturity of market economy and civil society,the lack of guiding ideas,the imperfection of the rule of law,t the conflicts of interests and the influence of the minority and border factors.Finally,it provides some countermeasures and suggestions for the local governments in the border areas of Guangxi to further promote the reform of the supervision of food and drug safety: strengthen the top level design of the reform of the food and drug safety supervision system,vigorously develop the market economy in Guangxi border area,promote the maturity of the citizen society,optimize food and drug regulatory functions,improve institutional settings and allocation of rights and responsibilities,and improve institutional settings,perfect the laws and regulations to provide the guarantee of the rule of law for the reform,and perfect the coordination and cooperation mechanism to solve the poor coordination,improve the supporting measures of the Ministry of large-scale reform.
