Research On Government Data Resource Sharing In The Era Of Big Data

In recent years,big data technology has been applied widely in many fields of the world,ushering in the age of big data.Big data technology can be used to predict the emergence of new influenza,commodity price trends and business requirements.Big data technology can analyze and process massive data and mine deeper values of data.In the era of big data,advanced data processing technology brought convenience to government departments.With the increase of data volume,the cross-sector exchanges and data sharing in government apartments became more frequent.Governments have started to implement big data plans and gradually improved.According to data strategies and policies,governments are able to transform governance concepts and enhance governance capabilities.As China has a large population and a large area of land,Chinese government is faced with a huge amount of data resources,which contains the real needs of the people and the root of social problems.Therefore,China urgently needs to integrated big data technology into government governance.According to the successful experience of data sharing in the U.S.,U.K.,and Australian governments,this dissertation analyzes practical experiences of government data resources sharing in some parts of the country.It finds out that Chinese central government has successively issued relevant documents to promote the development of database construction,the application of big data technologies,the openness and sharing of government data resources.However,in the process of development and construction of government data,heterogeneous state of government apartments leads to data islands.There are a series of problems like a lag of government technical support,low specialization of data administrators,lack of data security.As a result,government data resources cannot be effectively shared,which hinders the administrative efficiency of government departments.The reasons for them can be divided into three parts: the lack of unified management by the lead department,the lack of awareness of data resource sharing,the lack of long-term data sharing mechanisms.Therefore,based on the governance theory,the overall governance theory,and the government process reengineering theory,this dissertation proposes four countermeasures: enhance the top-level design,improve the sharing path,strengthen the sharing foundation,ensure data security.
