Research On Sharing Bicycles Governance In Wuhan City From The Perspective Of Collaborative Governance

Sharing bicycles is known as China's "Four New Inventions".Because it provides more convenience for people to solve the "last kilometer" problem,can effectively alleviate road traffic congestion,and meet the requirements of modern green low-carbon environmental travel,it has developed vigorously in recent years.In many cities,bicycle travel has become the third largest mode of public travel comparable to bus and subway.However,the development of bicycle market has also brought many problems to urban governance.This paper analyses the current situation of sharing bicycles market in Wuhan through questionnaire survey and interview,and points out that the main governance dilemma faced by sharing bicycles in Wuhan are obvious random parking problem,highlighted disputes over road rights,overload in some areas,frequent destruction and private occupation of shared bicycle and pedestrians.The main reasons for these problems are government failure,market failure and the low quality of some citizens.This paper starts with the theory of Collaborative Governance,and explores how to construct a "government-enterprise-society" three-dimensional subject to solve this problem synergistically,by learning from the experience of the highly developed countries such as the Netherlands in bicycle governance and the practice of bicycle sharing in other cities such as Beijing and Shanghai.The government should earnestly fulfill its supervisory responsibility,strengthen the supervision of enterprises and users,constantly improve the level of government service according to the feedback of enterprises and society to the effect of policies,strengthen the construction of parking area planning,non-motorized lanes and other supporting facilities,improve relevant laws and regulations,and assume the responsibility of the government in the governance of bicycle-sharing cities.Enterprises should implement the government's supervision measures,actively feedback the governance effect to the government,strengthen the management of sharing bicycles from the technical level,scientifically dispatch the number of bicycles between regions,encourage and standardize the use of vehicles by users,and earnestly fulfill the main responsibility of enterprises in the sharing bicycles market.Social groups should supervise the government and enterprises,promote the effect of government policies and the improvement of service quality of enterprises,organize the public to participate actively in the governance of bicycles sharing,improve the quality of citizens through strengthening publicity and education,and strengthen the awareness of citizens' safety riding.Through the coordination of the government,enterprises and society,each governing body gives full play to its own advantages,and promotes the effectiveness of other governing bodies,and ultimately achieves the effective governance of urban sharing bicycles.
