Civil servants’ enthusiasm not only has an effect on their job performance, but also the government’s service performance and the realization of government public service function. At present, the development of social public service relatively lags behind in China. Research on the relationship between public service motivation and civil servants’ job performance and its mechanism is an urgent subject for promoting the construction of service government in China.Under the circumstances, this paper introduced person-organization fit and leader-member exchange as two variables, examined the relationship between public service motivation and civil servants’ job performance, and the effect of person-organization fit and leader-member exchange among them. We used Coursey and Pandey(2007) questionnaire for Public service motivation; Cabl and De Rue(2002) questionnaire for person-organization fit; Wang, Niu and Law(2004) questionnaire for leader-member exchange; Cui(2011) questionnaire that based on Motowidlo and Scotter(1994) performance model for job performance. Our sample consisted of 318 civil servants and their immediate supervisors from provincial organs, Changsha,Zhuzhou and Yiyang in Hunan province. The research used statistical software such as SPSS and AMOS, then correlation analysis, as well as regression analysis, and mediating effect and moderating effect test.The results showed that:(1) Civil servants’ public service motivation had significant effects on their person-organization fit.(2) Civil servants’ public service motivation hadsignificant effects on their job performance.(3) Person-organization fit had significant effects on civil servants’ job performance.(4) Person-organization fit was the part meditating variable in the relationship between public service motivation and civil servants’ job performance.(5)Leader-member exchange positively moderated the relationship between public service motivation and civil servants’ person-organization fit. That means the positive effect was stronger when the quality was higher.(6) Leader-member exchange acted as a moderated-mediator which mediated the relationship between civil servants’ service motivation and job performance.At the end, pointed out the limitations and reasonable future suggestions.
