The government-institution reform has been the main content in all aspects of governmental reform for a long time.Researches on the causes of government-institution reform put focus on the organizational factor but ignore the individual factor,which have bad influence on the reform effect.The reform finishing,the combination of elements determines the effectiveness,which is one of the criter ia of evaluating.In china,there were seven institution-reform in total,and achiev ed great success.But the reform is always on the way.General secretary Xi Jin ping made important arrangements for deepening institutional reform at the ninete en major meetings of the party,After the third Plenary Session of the 19 th CPC Central Committee,a new round of institutional reform was launched in a com prehensive way.In the new round of institutional reform,we should pay more at tention to the connotation of institutional reform,not only at the organizational l evel of the government,but also at the individual level of the government,that i s to highlight the problem of solving the shortage of "chemical reaction".This r equires an assessment of institutional reform and timely amendments.Therefore,this paper takes the Third Plenary Session of the 19 th CPC Centr al Committee as the time node and Chongqing as the investigation site to investi gate and study the new round of institutional reform and discuss the further solu tion to the problem of "chemical reaction" after the new round of institutional re form has completed the reconstruction of organizational structure and the adjustm ent of institutional functions.Based on this,this paper constructs a theoretical model with person-organization fit,public service motivation and commitment to change as independent variables,and with contextual performance as dependent variables.The purpose of this paper is to study the impact of person-organization fit on contextual performance in the operation of government departments after a new round of institutional reform,and further explorethe specific relationship path that public service motivation and commitment to change in person-organization fit,and provide policy suggestions for improving the relationship performance behavior of civil servants and the contextual performance of the government after the institutional reform.This paper is mainly divided into the following sections.The first part is th e introduction,which is mainly composed of research background,research meani ng,literature review,research method,research idea,research framework and inn ovational point.The second part defines the main concepts and theoretical found ation of this research.The third part mainly discusses the relationship of the fou r concepts,person-organization fit,public service motivation,commitment to chan ge,contextual performance,which are constructed as a theory model.In the four th part,collecting questionnaires and analyzing the data to verify the model usin g the tool SPSS22.0 and AMOS22.0,and then analyze the mutual relationship a mong them.In the last part,getting the research inclusion,delivering the policy advices and research direction for further.After model verification,this paper gets the following conclusions: firstly,th ere is a significant positive influence of person-organization fit on contextual perf ormance;secondly,the commitment to change plays a significant positive role in the relationship between person-organization fit and contextual performance;thirdl y,public service motivation plays a significant positive role in the relationship b etween person-organization fit and contextual performance.Combined with the conclusion of the study,this paper believes that to effectively improve the contextual performance of civil servants and realize the optimization of government operation and efficiency,we can optimize person-organization fit of civil servants,enhance civil servants' public service motivation and strengthen civil servants' commitment to change.Including standardizing the selection and recruitment mechanism of civil servants,optimizing the evaluation and incentive mechanism of civil servants,and strengthening the public service The training based on business motivation,the construction of people-oriented administrative culture,the expansion of democratic participation channels and the enhancement of civil servants' sense of participation.
