In recent years,with the increasing trend of aging in China,the problem of pension is becoming more and more prominent.The fact of "not getting rich before the old" and the situation of "not getting ready to get old" have made the pressure of family and society increasing year by year.Therefore,it is urgent to carry out a new type of old-age security system to supplement the deficiency of the existing old-age security system.With the emergence of the house for the aged,the real estate and the old age are innovatively combined.By renting in the already sold house,changing the large house to a smaller one,exchanging real estate,housing reverse mortgage will release property value from the housing and transfer directly or indirectly to the elderly services needed for the elderly.On the basis of the study of the operating mechanism of "housing for the aged",transformation approaches are divided into two categories.the first is to convert the property right of the house into funds and buy the service for the aged,the Second is directly replace the property rights of the house to the old-age service.The article analyzes the progress of the pilot cities in Nanjing,Shanghai,Wuhan and Beijing.It is found that the development of "housing for the aged" is hindered by the development of our country.At present,there are mainly three transformation difficulties of housing property rights,capital and pension services,which can be divided into the dilemma of property right conversion to capital,the dilemma of transforming funds into services,and the dilemma of directly transforming property into service.Aiming at the three practical difficulties of housing endowment,throughing a comprehensive literature review and case study,and combining theory with practice,this paper analyzes three major reasons for the reality dilemma of housing endowment.One is the lack of house-for-pension scheme related concepts;two related services can not meet the needs of development;three is the value of real estate fluctuation risk,interest rate risk,longevity risk and capital risk and other risks hinder the house-for-pension scheme in the main intervention.Among them,in order to study the factors in the use of the real pension plight of empirical analysis,using 372 questionnaires of data,using the Logistic regression analysis of three kinds of internal influence on the old man house-for-pension scheme behavior choice,altruistic motives that family wealth transfer motivation and exchange of motivation,the imbalance between supply and demand and a variety of risks will indeed reduce the elderly to participate in housing endowment will,the conversion factor will indeed hinder the plight of house-for-pension scheme development.By drawing lessons from successes and failures of the United States,Britain,Japan and Singapore,and combining with the actual situation of our country,the article puts forward some countermeasures for solving the dilemma:(1)the concept of conversion mechanism;(2)the supply and demand mechanism;(3)risk management mechanism;and puts forward the system security assistance,including liberalization of restrictions on property ownership,accelerate innovation and development of China's pension services industry and the stability of the real estate market and financial market innovation.In order to promote the rapid development of the elderly in our country,and finally achieve the goal of meeting the needs of the elderly and optimizing the allocation of resources.
