Research On The Countermeasures Of The Grass-roots Party Building Of The Local Taxation Bureau In The New Era

While socialism with Chinese characteristics has entered a new era,the Chinese Communist Party has led the people of the entire country in making tremendous achievements in the great cause of striving for the realization of the Chinese dream.At the same time,it has also faced a long-term and complicated trial of domestic ruling,the test of reform and opening up,the test of market economy and the external environment.It also has faced the sharp and severe danger of spiritual slack,of incapacity,of isolation from the people,of the negative attitude and corruption.In the ever-changing new situation,it is even more important to clarify "what kind of party should be built and how to build it".It is also important to keep managing the Party with strict standard.The grassroots-level organizations of the Party are the basis for ensuring that the Party's line,principles,policies and decisions are followed and implemented.To do a good job in Party building,we must strengthen ideological and political education,push on implementing subject responsibility of the grass-roots,innovate organizational lifestyle of Party,enhance the leadership of Party's grassroots organizations,strive to solve the problems of infirmity,weakening and marginalization of some grassroots Party organizations,expand grass-roots democracy in the Party,strengthen the construction of the Party' s style and the clean government,and smooth the channel for party members to participate in party affairs,supervise the party's organizations and cadres and make comments and suggestions to superior Party organizations.Only by persistently grasping grassroots units and laying the foundation can we give full play to the party's leadership core role.The local tax bureau,as an important functional department of the local government,is responsible for the implementation of the tax laws and policies and regulations of the state policies and is responsible for the ideological and political work,education and training,and soft environment construction of the cadres of the local taxation system.The basic local taxation bureau is the basis of the state taxation business.Strengthening and improving the party building work is consistent with the working concept of "gathering wealth for the country and enforcing the law for the people",will satisfy the urgent need to create a contingent of tax cadres with high quality and guarantee the steady progress of local taxation.Taking the local tax bureau of Helong City as an example,this article first summarizes the achievements made by the grassroots party building work at present.Secondly,through the methods of investigation and analysis,the article concludes that the ideological and political education in the party building work of grassroots units is yet not adequate,grassroots party building is still insufficient,Vertical management mode is solidified,etc.Finally,it actively explores the development of party organizations in the taxation departments and new ideas of Party members' training and management,and proposes a series of practical and feasible measures to improve the party building at the grassroots level,such as promoting tax administration according to law,clarifying the responsibility of the principal part,strengthening the grassroots branches and innovating the party building vector,By further giving play to the cohesion and fighting power of grass-roots party organizations,we should promote the prosperity and development of local government taxation.
