With the rapidly-changing development of economy and society, our nation speeds up the construction of Well-off Society. The establishment and development of socialistic market economy has promoted people's living standards, social opening-up, and citizens' awareness of law and right, which requires more high-quality public products and services. As a result, we must continually improve the governmental department's operation efficiency and quality of service. In our nation's governmental department at all levels, it is the civil servants who undertake the responsibilities of decision-making, dictating, organizing, coordinating, and serving. To perfect motivating mechanism for civil servants is the precondition of improving the government's operation efficiency.Since the implementation of Nation's Civil Servant System, although our governments are successful in the management of the civil servant body, there still be many problems to solve as soon as possible. Low administrative efficiency, the popularity of bureaucracy, along with dissatisfactory public service quality, all of those are the focuses of complaints coming from the general public, which need to be solved by effective measures. Going with the development of human being's producing and exercising activities, Management has evolved all long and shaped a scientific theoretical system. Starting from the study into individual's behavior, the theory of Motivating analyzes impacts resulted from the differences between individual's traits on individual's behavior , and relations between demand, incentive and behavior. Meanwhile, it adopts practical managerial behavior to affect and control men's behaviors, to enhance the staff member's performances, and to realize organization's objective. In the management of modern enterprises, the theory of Motivating plays an active role in promote the staff member and improve the organization's performance. To assimilate and learn the mature experiences from the management of enterprises, and then to rationally apply the related theory of Motivating into the human resource management in the governmental department, the current Nation's Civil Servant System can be better, the enthusiasm and enterprise of civil servants can be strengthened, and the government's administrative efficiency can be heightened.First of all, this dissertation introduces the basic concepts about the governmental department and its personnel management system. Nation's Civil Servant System is thecurrent status in the course of governmental department's personnel management system development. At the same time, it incarnates 'impartial competition' humanism spirit and is the direct result of bourgeoisie revolution. Because of the difference in developing model, western nations' civil servant systems have various characteristics. Our nation's civil servant system was come into being and implemented in 1993 on the basis of former personnel management system and western nation's advanced experiences.Secondly, this dissertation comprehensively introduces several kinds of civil servant motivating mechanism derived from western nations such as Britain, America and France. Furthermore, it classifies western nations' civil servant motivating mechanism into assessment system, promotion system, salary system, training system and punishment system, then compares and analyzes those five aspects.Thirdly, this dissertation comprehensively analyzes our nation's current civil servant motivating mechanism. Moreover, it thoroughly introduces and analyzes the components of current civil servant motivating mechanism, and bring forwards the shortages of it.At the end, this dissertation put forwards some measures to improve the current civil servant motivating mechanism. It concludes that effective motivating mechanism should be build on the foundation of scientific humanism hypothesis. On the other hand, the principle 'Humanism is the Core' should be retained concerning the management of civil servants. Next, it synthesizes various motivating theories' characteristics and combines with status of our nation's civil servant body to build motivating model. Finally, within the framework of that model, by referring to advanced methods widely applied by modern enterprises, it perfects current motivating mechanism.The innovations of this dissertation are to analyze the factors affecting the staff members' enterprises in the governmental department and form new model in order to effectively improve civil servant motivating mechanism by use of motivating theory of Management, what's more, it provides valuable references for driving the reform of the nation's governmental personnel system, developing civil servant motivating mechanism, as well as improving administrative efficiency.
