Study On Public Service Capacity Of Basic Civil Servant In Nam Dinh Province,Viet Nam

As an executor who exercises state administrative powers and administers the state,civil servants play an important role in the decision-making,coordination,and control of administrative operations.Therefore,the work attitude and efficiency of civil servants are directly related to the operational quality,management level,and social development of government agencies.That is to say,their level of development has become one of the important indicators to measure the competitiveness of each country.Since the promulgation of the "Vietnamese Civil Servants Act" in 2001,the public service capacity of grass-roots civil servants has increasingly received attention.Civil servant training of various types,levels,and scales has been carried out throughout the country,and the public service capabilities of grassroots civil servants have achieved a certain degree of However,there are many problems in the public services of grassroots civil servants in Vietnam,such as weak public service awareness,low professional knowledge,and lack of legal awareness.Based on the discussion of the basic public servants' public service ability theory,this article uses the literature analysis method to analyze the status quo of grass-root civil servants in Vietnam's Nam Dinh Province,including personnel statistics,performance assessment,knowledge level,awareness,training and learning.It concludes that the public service ability of the grassroots civil servants in Nam Dinh Province has serious problems such as the seriousness of official standards,weak public service awareness,low professional knowledge,simple and inefficient service methods,low awareness of responsibility,and lack of legal awareness.Finally,it draws lessons from the experience of public service capacity building of grassroots civil servants in developed countries,and puts forward suggestions for improving the service capacity of civil servants at the basic level in Nam Dinh Province.
