The Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China(CPC),proceeding from the overall and long-term development of the cause of the party and the country,and studying the issues of adhering to and improving the socialist system with Chinese characteristics,advancing the modernization of the country's governance system,and governance capabilities,embodying the far-sighted strategic vision and Strong historical responsibility.Governing the country and the state is at the grassroots level.The most solid force of party and state work is at the grassroots level.The most prominent contradictions and problems in economic and social development and people's livelihood are also at the grassroots level.With the rapid development of the economy and society,the complexity of grassroots society is increasing.The demands of the people are becoming more and more diverse,and urban and rural governance are facing many new challenges.Improving the governance capabilities of the grassroots government is of vital importance to the people.The level of competence of civil servants at the grass-roots level will not only affect the overall image of the civil servants,the image of the grass-roots government,but also the improvement of the governance capacity of the grass-roots government,the construction of our socialist cause and the great rejuvenation of the Chinese nation.Competency theory and ultra-Y theory are both reaction-type theories,emphasizing that the basis for decision-making comes from the timely and effective collection of information to achieve dynamic and static combined management of various sections of human resource management.In the theoretical environment of the modernization of national governance capabilities,this paper uses the competency theory and contingency theory as the research basis,and uses literature research and behavioral event interview methods to initially build a competency model for grassroots civil servants in Laishui City,Nujiang Prefecture,Yunnan Province.The competency model was verified,and the final competency model was obtained.It was found that the reasons affecting thecompetence level of the grass-roots civil servants in Laishui City,Nujiang Prefecture were unclear and incomplete,the selection of grass-roots civil servants was unreasonable,the training methods,The training content is out of line with the actual needs,and the performance of the performance evaluation system is insufficient.Based on this,this study proposes four countermeasures to improve the construction of a goal-oriented job analysis system,a selection and appointment system based on the competency model,training and development based on the competency model,and a performance management system based on the competency model.It is hoped to provide a reference for the establishment of a strategic public sector human resource management system.
