Research On The System Of College Student Village Official

The theory of My research was based on the new institutionalism in political science.By analyzing the texts of college students village official system and investigating the operation of the system in city A,Jiangxi province.This paper trying to find out the problems of college students village official system,and put forward the suggestions for consummation and development.This paper briefly reviewed the evolution of the system of college students village official,and described the composition of the texts of it.And this paper have analyzed the important national level texts of college student village official system,each announcements of college student village official from each province(city,area)in 2017,the college student village official announcements in Jiangxi province from2008 to 2016,and the hiring announcements of Jiang Men,Hun Jiang,Bin Hai,and other no town village official in 2017.The village officials and villagers of the college village official system were investigated.Through a questionnaire survey of 30 college students in city A,it could be found that the college village officials were be welcomed by villagers,village cadres and county and township cadres.They all not stay in their township or village where their origin is located.But most of them prefer to return to their township and village.And they had the preference for civil service examination and so on.From the interview of the college students village officials,we learned the reasons that the college student village officials didn't want to go to the bottom situation,and made a description of the phenomenon how the college students worked in the village.Village officials are generally welcomed by the villagers,they hope the students to promote rural development and revitalize the countryside.From the micro point of view,this paper try to observed and described the college students who worked in the village of town L,city A.Firstly,the selection and flow situation are introduced,then the work and life are elaborated.We found that the village officials in L town are very different from those of the village cadres in terms of their work and life,and they are similar to the civil servants in L town.At the same time,the work and life of the village officials in L town are hindering the function of the village officials and also restricting the effective operation of the village official system.Through the empirical research,we could found that there are several problems in the actual operation of the college students village official system in cityA,Jiangxi province.In terms of recruitment,the conditions are too high and the supply and demand can not match it.In terms of direction and appointment representation and secondment is unreasonable;On the flow side,the flow is not smooth and the flow structure is unreasonable.I supposed that we should put forward on the qualification of selected objects and conditions to the point,better meet the demand of talent and back to his home village,build a reasonable and orderly pattern of flow as the village's advice to promote the perfection and development of college student village official system.
