Research On The Community Grid Management And Construction Of Suburban Area

The district of Y located the suburban area,where the urbanization characteristics are obvious.It not only retains rural attributes,but also has urban features.Its management dilemma is a pain to hinder the development of urbanization.So whether it can manage the suburban areas well or not,has great significance.Therefore,the issues to be discussed in this study refers: Is it feasible to solve the management issues in the suburban areas? Through make it as community,then use the community grid management model,which is widely used in urban areas.And what is the logic of its operation? What has been achieved? What difficulties it faced? And what is the solution of governance?Through investigate on the spot and study to the district of Y,it has been found that the operational logic of community grid management in the suburban area shown in two aspects.On the one hand,it is based on the practice of social governance system reform and innovation in social governance.Besides,it also be a new kind of community management model,which regard community grid as a vehicle and supported by network information technology.Based on these it has achieved certain results in community management.On the other hand,because community grid management is a new kind of community management model,which is under the background of not change the original social management system.So it still fails to avoid relying on the traditional management system.Thus,it shows the features of political power structure and administrative tendency under the ‘authoritarian system'.It also shows social control characteristic under ‘stability foremost' all like these inner operational logic.This kind of social management model,which emphasizing social control,while neglect social services under bureaucratic system.It is against to the essential requirements of community autonomy in the democratic system.Finally hinder the development of the community.To make the community grid management severs better to the construction of suburban area.It is necessary to set community autonomy as a goal,and then make a further reconstruction to the community.Includes elements from system,mechanism to organizations and process,even members and financial and so on.integrate community resources,then improve the effectiveness of community services.
