With the rapid aging of our country,the importance of institutional pension is becoming more prominent.In Chinese vast rural areas,pension problems become rural need to face and solve in the new period is a serious problem,but due to the effect of urban and rural dual economic system,the development of Chinese rural pension institutions significantly lagged behind the city,the development level of rural old-age institutions worrying,highlights the pension problem is increasingly serious.Because Huailai county economic development in Hebei province is in the medium level,population ageing is also in medium level in Hebei,the development of the pension institution in Hebei region is representative,so Huailai county pension agency can play a role of harmonious development.Through the consulting domestic and foreign literature,questionnaire survey of the old man of Huailai county pension organization,field survey and the interview of Huailai county existing pension organization,many problems were found,such as:the unmatched supply and demand,imperfect infrastructure,operational difficulties.These problems hindered the healthy development of Huailai county pension agency,which should be addressed.This article embarks from the local actual,from the perspective of the government,the pension institutions and social perspective.This article puts forward the countermeasures to promote the development of pension agencies:government should explore a variety of suitable for the rural pension mode on the one hand,on the other hand,perfect the related system and policy.Pension institutions should adjust developing strategy according to market demand,choose location more scientifically,build the reasonable structure of the different grade.We should guide public opinion,and let the public gradually realize the practical needs of the pension institution and accept the modern pension concept.
