The new era is witnessing not only changing social principal contradiction but also new risks and challenges to public security.Sustained social stability and development and durable peace of the country cannot be secured without the social order of safety and stability,where materialization of police authority is essential.Against the backdrop of building a law-based country,public shaping of police authority must be achieved through in-house building efforts,which is decisive to the elevation of police authority.Hence,more focus should be given to in-house building measures to improve police authority.Aside from its preamble and epilogue,the paper is organized in 4 parts:Part I delves into the relationship among a law-based country,legal authority and police authority.A law-based country is reliant on legal authority while the latter can only be guaranteed by policing powers,to which police authority serves as the foundation.Part II touches on the ideal pattern of policing powers,which should ensure the match of policing powers and police authority.Policing powers should have benign interaction with civil rights and obtain abiding,recognition,trust and help from the general public as well as self-recognition and sense of belonging from policemen and women as implements.Part III tells the predicament in building police authority,such as lack of legislation,unduly police duties and functions,excessive non-policing activities,mounting police-targeted hostility,slanders and attacks,and offsetting benchmarks in policing evaluation,etc.Part IV advises on measures to enhance police authority.In the face of severe challenges to public order and complexities in law enforcement,in-house police authority building is more important and urgent than public shaping.Measures like exemption on duty according to law,strict and resolute law enforcement,more input in team building,better management of public opinions,better welfares and greater protection of police's rights and interests can be adopted for this purpose.
