Since the 19 th National Congress of the People's Republic of China,China's economic and social development has entered a new historical period.Under the new normal economic development,structural reforms on the supply side continue to deepen,officially opening the curtain of a new round of economic reforms,with the continuous social Development,electricity as the basic sector of the lifeblood of related economies,people's dependence on electricity is getting stronger,and power grid accidents have a profound impact on people's lives,safety of lives and property,and even social development.Grid power is changing from accidental to accidental.With the frequent occurrence of normalization,the management of public crises triggered by power grids has also turned into a major issue that countries around the world have focused on,and has received more attention than ever.In the public management,the government has a long way to go in guiding the electric power safety,avoiding the supervision of power grids,and the emergency handling and management of public crises caused by power grids.This paper starts from the theoretical basis of the government's management of power grid incidents,and through literature research and case studies,it has found that the construction is based on the leadership of the department responsible for emergency duties,and the power supply company organizes the implementation of crisis management and response failure repair as the main body,independent of negative The third sector,which has public crisis management emergency duties,is an irreversible mode of assisted grid and public crisis management.The article has studied and summarised the internationally developed countries' grid crisis handling events,condensed the useful experiences that developed countries can learn from,learned from the experiences of domestic and international power grids,dealt with crisis management,and carefully analyzed and summarized lessons and inspirations.The foundation proposes to improve the management of public crisis caused by China's power grid.Using comparative analysis,system analysis,and other methods,the basic characteristics of the public crisis triggered by the power grid were analyzed in depth.It was found that the grid crisis triggered public crisis with high probability,extensive impact,emergency outbreak,potential for crisis,and predictability of emergence.feature.On this basis,the current situation and problems of the management of public crisis caused by China's response to power grid problems are analyzed.The shortcomings of China's grid crisis triggered by public crisis management are mainly due to the lack of relevant legislation,imperfect early warning mechanisms,and crisis response.The mechanism is not perfect,and the concept of crisis is weak.At the same time,through research on the current state of economic and social development,it is found that the main cause of problems lies in the level of social development,the establishment of a complete power grid,the establishment of a permanent institution for public crisis management,and criminal responsibility.The mechanism is lagging behind.Combining the above research and analysis,this paper revolves around the "triangular linkage" grid and the construction of public crisis emergency management.From the government as the main body,it strengthens the government's ability to manage public crisis management;and under the supervision and guidance of the government,it improves the power company's ability to handle crisis response and handling;The three-in-one linkage to improve social participation in public management has been put forward in order to help strengthen the government departments' efforts to raise the quality of public crisis management..
