Study On Rural Pension Service Problem In Jinan City

Look after the elderly is man's basic needs,as an agricultural country,peasants account for a high proportion of the country`s population,the issue of supporting old people in rural areas is one of the most important content in "Three Rural Issues",also an important arrangement of rural revitalization strategy.The purpose of this paper is to research and analyze the current situation of rural old-age care,sum up the experience and find out the problems,to propose solutions to the problems of rural pension service,respond to the national revitalization strategy.Government pension funds and policy focuses on the city for a long time,the theoretical study also focus on urban basic endowment insurance system from the national policy level,or study the rural elderly care as part of the rural poverty reduction.It has few researches study on rural elderly care especially connection with the practical situation.The Changqing district of Jinan city is a newly built area in 2001,which belongs to the urban area,and has more rural areas.The study of rural old-age pension is representative and typical.The paper taking the region as an example,based on the theory and combining the reality,summarizes the suggestions for promoting the development of rural old-age service,with a view to providing reference for similar regions.This paper firstly made a system arrangement for the relevant concept definition and theoretical research for the population aging problem and pension services at home and abroad,combining with the new characteristics of population aging of the rural areas under the urbanization process and the implementation of rural pension service,adopt methods such as literature research,case analysis and field research,comprehensive research the system construction of pension service of Changqing district.Research three kinds of old-age security system abroad,the welfare-type rural elderly care system represented by Sweden and other Nordic countries,the insurance-type rural elderly care system represented by German and America,the deposit-type rural elderly care system represented by Chile,combined with detailed policy from different domestic areas according to local conditions,get the references and enlightenment that rural pension service should be legislation based,government backstops and provide different levels of rural pension service.To solve the problems in the rural elderly care,give feasible suggestions from three aspects like speed up the transformation and upgrading of traditional pension model,promote the integration of urban and rural construction and safeguard the rights and interests of the rural elderly,believe that the government dominant is a foundation.Activate the rural elderly`s energy,promote rural economic development,guide social forces into the rural pension service industry,and interact with the government support,is the key to solve the problem of rural elderly care.
