Research On Optimization Of Grassroots Police Force

In an important stage of coordinating and promoting the "Four Comprehensives",our country faces the arduous task of reform,development and stability.The rapid economic development,frequent changes in people's communication and increasingly serious international anti-terrorism situation makes the important task of public security organs' s task even more complicated.The ever-changing equipment technology has brought about tremendous changes in efficiency in all walks of life,but people are still the core components of grassroots public security to carry out long-term mass work.The police force have become inadequate when facing the“inverted pyramid” phenomenon in the deployment of the police force at the grassroots level,the climbing non-police demands,and the tasks assigned by the higher levels'.The optimization of the deployment of grass-roots public security personnel to maximize the combat effectiveness of public security personnel has become an important step in deepening the reform of public security.How to solve the current situation that the existing police shortages are difficult to meet the requirements of the grassroots work in the new era under the new situation has become the focus of public security organs at all levels.This article is based on the theoretical basis for the improvement of the Police Force without Growth proposed by the famous British community politician John Anderson in1976 and public management expertise.In view of the current lack of police force at the grass-roots level,the case of subordinate districts and counties in city B was taken as an example.Exploring that without increasing personnel and equipment,through the excavation of its own characteristics and advantages,it is necessary to adjust and optimize the organizational structure,education and training,and policing operations modes of limited police personnel,in order to achieve the scientific deployment of the police force and explore and remedy the lack of police powerThe thesis is divided into four parts altogether.The first part mainly discusses the basic status quo,academic viewpoints and theresearch ideas of the article.The second part analyzes the existing problems and reasons of police shortage in view of the current situation of B city.The third part analyzes the measures to optimize the police resources in advanced countries and regions in detail and looks for ways that can be adapted to the actual situation in our country.The fourth part probes into the ways of scientifically allocating police resources to solve the police force shortage in our country.The requirement for the deployment of police resources is that the police department,in the absence of an increase in existing personnel and equipment,should exercise scientific and systematic control over the limited police equipment by exploiting its own advantages meanwhile to form an internal optimization of personnel and organizational structure,at the same time,an effective incentive mechanism for the police officers to a joint force in order to achieve policing efficiency improvement and limited police force to be fully utilized.This optimized configuration includes the configuration on the organizational structure,capacity building,and operation mode.It is necessary to proceed from the actual conditions of the public security work and combine with the government,society,and itself to find out the contradictory integration points in the optimization of the police resources to explore the countermeasures that can meet the current needs of the community for police power and fully address the current shortage of police resources.
