Under the background of service-oriented government construction and new public service theory,the reform of China's civil servant system has become an important aspect of administrative reform.On January 1,2006 since the implementation of the civil servant law of the People's Republic of China,Civil servant law of the People's Republic of China(2017 revision),civil servants from the original "integrated management" into "comprehensive management and administrative law enforcement,professional and technical" three categories of administrative law enforcement class civil servant individual into a category.Administrative law enforcement class level of the ability of civil servants career directly reflect the will of the law,is the national policy to carry out an important means to improve the efficiency and response to the inevitable requirement of the civil service system reform in our country,conforms to the jinping general secretary of the central comprehensively deepen reform leading group 23 times meeting,issued by the administrative law enforcement class civil service regulations(try out)",we will deepen reform of the civil service classification and we will accelerate the establishment of a professional technical and administrative law enforcement class civil service management system,establish the nature of work and career development channel position characteristics,classification of employment,classification evaluation,classification,development,highlight the civil service especially the continuous motivation of civil servants at the grass-roots level,better arouse the enthusiasm of civil servants.At present,from the experience of national laws and regulations and local government practice,the administrative law enforcement civil servants management system is highly valued,and the development of the professional ability of administrative law enforcement civil servants is also required.Based on domestic and foreign research,this paper uses literature review method,questionnaire investigation method and mathematical analysis method to put forward the self-development and organization development mode of administrative law enforcement civil servants,as well as the contents of the development,so as to realize the implementation of the theory of administrative law enforcement civil servants 'professional ability into practical work.This paper takes Yangquan City administrative law enforcement civil servants as the research object and professional ability as the research content.In general,we follow the thinking of "put forward problems--theoretical elaboration--realistic requirements for development--development research and design--realistic investigation and analysis--development countermeasures".The first part clarifies the background,meaning,and purpose of the research in this article.And carry on the literature review;The second part,"Theoretical elaboration",clarifies the basic concepts and theoretical basis of this article;"The realistic requirements of development" clearly defines the direction of this paper's research;"Research and Design" has enriched and extended the theoretical research of this article and played a role in carrying forward the above;"Reality investigation andanalysis" is the core of the field research in this article.Through analyzing the field research data and results,it provides the theoretical basis and realistic basis for "development countermeasures",and finally puts forward the development countermeasures that coincide with the professional ability of civil servants ofadministrative lawenforcement inyangquan city.This paper investigates the actual situation of the professional ability of civil servants in Yangquan City,and finds that there are still some problems in the process of developing the professional ability of civil servants in Yangquan City: lack of cognition of their own professional ability,lack of self-development ability,and single self-development mode;At the same time,the organization pays insufficient attention to the degree,the organization development system needs to be improved,and the organization development path is single.Through the analysis of the professional ability of civil servants in the administrative and law enforcement categories in Yangquan City,the author puts forward advocating personal professional ideals,paying attention to team building,and accelerating system improvement.Implement effective development methods and multiplepaths.
