The 19th CPC National Congress puts forward that China will build a service-oriented government with the satisfaction of the people in the new period.The construction of service-oriented government requires public sector workers to have stronger Public Service Motivation.The purpose of this study is to explore the influence of Servant Leadership behavior on the Public Service Motivation in the public sector and to examine the intermediary role of Organizational Identity in the relationship.In this study,505 staff members of the public sector in China were used as samples,and the SPSS software was used to analyze the impact mechanism of Servant Leadership on Public Service Motivation.This article includes five parts:The first part is the introduction,which mainly introduces the background,purpose and significance of this study,and reviews and combs the domestic and foreign research achievements of Servant Leadership,Organizational Identification and Public Service Motivation.At the same time,we also illustrate the research method and technology route,and the possible innovations.The second part mainly from "Social Exchange Theory","Maslow's Hierarchy of Needs","Person-Organization Fit Theory" to explain the theoretical basis of this study,and on this basis,put forward the hypothesis of this study.The third part is research design,mainly including sampling methods,sampling samples,measurement of variables and structure of questionnaire.The fourth part is an empirical analysis.In this part,we empirically analyze the relationship among three variables:Servant Leadership,Organizational Identification and Public Service Motivation.The fifth part is the conclusions and recommendations,mainly based on the results of empirical analysis,putting forward the research conclusions,explaining the related suggestions,and explaining the research deficiencies and prospects.In this study,it is found that the Servant Leadership behavior of the public sector personnel has a direct and positive impact on the Public Service Motivation,and it can also affect the Public Service Motivation through Organizational Identification,and the Organizational Identification plays a part of the intermediary role in it.The relevant research results have a certain reference value for improving the management level of the public sector in China.It is suggested that the public sector should pay attention to the service consciousness into the training content and carry out the Servant Leadership style;at the same time,we should pay attention to the construction of soft culture,promote the Organizational Identification of the public sector personnel,and then stimulate the Public Service Motivation.
