Research On Home-based Services For The Aged In The Urban Community Of Baicheng City

With the rapid development of China's social economy,the increase of life expectancy and great change of population structure,aging of population becomes increasingly obvious.Gradual exacerbation of aging of population is bound to cause problems relating to old-age care.The family supporting system presents a reduced trend,but there are still many difficulties in the organizational elderly support mode.As a result,problems about elderly care become increasingly prominent and gradually become the focus and difficulty in modern society.Therefore,the General Office of the State Council put forward a new mechanism of community service for the aged where “family supporting is its basis,community support is its backing and social pension is its supplement”.In 2018,the government work report mentions to develop family,social and mutual support for the aged and points out the direction of the service industry for the aged with Chinese characteristics in the new era.Western developed countries fist launched a mode of “community care” for the aged and have gathered experience of its mature development,providing valuable experience for the development of community service for home care of the elderly in China.On the basis of learning from experience of western developed countries,domestic experts and scholars proposed the community service mode for home care of the elderly.Main carriers of this mode are urban communities.In addition,in order to offer comprehensive old-age services,including daily care,health care and spiritual comfort etc.,for the aged in communities,this mode pays attention to functions of the government,communities,society and stresses effective integration of manpower,material resources and financial resources etc.This new mode learns from strong points of the traditional family old-age care mode and the institutional old-age care mode and has been widely accepted by China's government and the society.In regions of developed economy,the powerful economic background and a large number of professional and technical personnel can be used to solve problems about service for the aged in cities.However,in most underdeveloped ordinary cities in China,problems relating to aging of population and service for the aged are severe.This paper selected Baicheng City,a normal city in Jilin Province,to carry out investigation and analysis on urban community service for home care of the elderly.In combination with literature research,questionnaire survey and interview communication etc.,this paper conducted field research in three representative city communities in Baicheng to complete statistics of data and interview records,understand individual needs of the aged and state the overview of communities in Baicheng.By studying the status of communities in Baicheng and aging population in these communities,the author analyzed demands of community service for home care of the elderly in Baicheng in respect of subjects of demands and service.By comparing with the status of community service for home care of the elderly in Baicheng,this paper discussed its problems,analyzed their causes and put forward suggestions on the development of community service for home care of the elderly in Baicheng,providing reference value and significance for the mode of community service for home care of the elderly in most ordinary cities in China.
