Research On Government Regulation In The Development Of Bike Sharing Industry In Wuhan

The bike-sharing has been developing rapidly since it entered Wuhan in 2016.By the end of December 2017,only three bike-sharing businesses,including ofo,mobike and hellobike,have invested about 700 thousand vehicles in Wuhan and registered 8 million users.The rapid development of bike-sharing relieves the urban traffic pressure of Wuhan to a certain extent,facilitates the short distance travel of citizens,and promotes energy saving and emission reduction.But at the same time,it also brings some new contradictions and problems,such as parking chaos of shared bike,many discarded bicycles without cleaning,users' deposit risk and so on.Therefore,it is very necessary to strengthen and improve the regulation of the bike sharing industry.In order to standardize the operating of bike sharing industry and promote it's development,the Wuhan Government has specially issued the opinion on encouraging and standardizing the healthy development of the Internet renting bicycles,in which the Wuhan government has made clear requirements for the sharing bike enterprises from the aspects of market access,quantity,service prices,technical quality,market withdrawal,etc.However,judging from the actual situation,the regulatory effect of the Wuhan Government on the bike sharing industry is still not very satisfactory,reflecting that the government regulation of the bike sharing industry in Wuhan is still not perfect.Specifically,first,lack of dynamic adjustment mechanism for delivery quantity;second,lack of perfect market exit mechanism;third,the supervision of deposit and prepayment is not in place;fourth,the related legislation of bike sharing lags behind;fifth,bike sharing quality standards system is not perfect;at last,lack of industry self-regulation.To strengthen and improve the government regulation of bike sharing industry in Wuhan,we should focus on solving the following problems.First,establish a dynamic adjustment mechanism for delivery quantity of shared bikes to ensure the scientific and rational allocation of shared bikes and realize the dynamic balance of supply and demand for shared bikes.Second,improve the exit system of the bike sharing market and establish a compulsory exit mechanism of shared bikes companies while improving the active exit mechanism of the shared bicycle companies.In addition,the mandatory time MASTER'S THESIS limit for shared bikes should also be set.Third,strengthen the supervision of users'deposits and prepayments to prevent possible financial and social risks.Fourth,improve the legislation on bike sharing regulations,confirm the legal status of shared bikes,ensure the sharing of road resources for bikes,and clearly define the related responsibilities in the sharing of bikes.Fifth,strengthen the quality regulation of the bike sharing industry,use the legal form to specify the least technical standards that the shared bikes should meet,and clarify the legal responsibilities that the non-compliance companies should bear.Sixth,guide and support the sharing of bicycle companies to form industry associations and strengthen the self-discipline of bike sharing industry.
