With continuous social progress,technological development and continuous innovation on the Internet,our way of life has also undergone tremendous changes.Mobile Internet improves the convenience and quality of our life.With the development of economy and society and the progress of cities,people's requirements for public facilities have become diversified,and the demand for public service quality has become higher and higher.Due to the imperfection of public transport system,people's choice of transportation mode for short distance travel is extremely limited.Based on the economic model of sharing economy,based on the platform provided by the highly developed Internet and oriented by people's real life demands,sharing bike finally appears in our vision.As an innovative way to travel,sharing bicycle has aroused great concern from people and been very popular.Bike-sharing advocates the concept of intensive resources,low-carbon life and green travel,which not only solves the practical problem of people traveling for the last kilometer,but also bears the responsibility of public service to a considerable extent,and reduces the pressure of the government to provide public service.Therefore,sharing bicycle is not only popular among people,people take the initiative to choose a way of travel,and the government also holds an encouraging attitude towards the development of sharing bicycle.The emergence of sharing bike has realized the innovation of economic development mode.It drives the development of economic market and provides new choices for capital market investment.The benefits of the bike sharing development to the society and the public are obvious.It not only solves the problem of short distance travel,but also makes a great contribution to urban environmental protection and carbon emission reduction.But as the number of Bike-sharing has soared,so too have the city's problems.Bike-sharing has caused many problems in the urban public sphere and brought great challenges to the government governance.The free parking of Bike-sharing in the public domain not only endangers the public interest of the public,but also can easily lead to safety accidents.The number of Shared bicycles exceeds the carrying capacity of urban resource space and increases the management pressure of the city.The late operation and maintenance of Shared bicycle enterprises are not in place.The ubiquitous abandoned vehicles and damaged vehicles also make it more difficult for the government to control the urban environment.These problems are all related to the interests of all parties in society and need to be solved urgently.Therefore,the government should pay great attention to them.Bike-sharing worth to advocate healthy,low carbon,green travel way,in order to make this kind of new share the healthy development of the economy,the government should actively explore a set of for Shared cycling system of governance,standardize and guide the orderly and healthy development,make it play the greatest social benefits,and how to run is a realistic problem worthy to be discussed.Bike-sharing is a new type of business,growing at a faster rate than expected.Therefore,the government departments in the governance of new things,but also to actively research,contact,in-depth research.In this paper,Shenzhen is selected as an example.As one of the large cities with high economic development in China,Shenzhen is one of the first regions to enter and develop rapidly with Shared bicycles.Therefore,the problem of Shared bicycles in Shenzhen is also serious.The selection of Shenzhen as an example has a certain representative.This paper expounds the current situation of the development of bike-sharing in Shenzhen city,analyzes the causes of the problems,and provides some Suggestions for the government to deal with bike-sharing problems in the era of big data.The research in this paper has certain practical significance,and it has some reference to the current and future governance of the bike-sharing problem.This paper studies the governance of Bike-sharing by local governments in the era of big data,taking Shenzhen as an example.Begins with the first at home and abroad about Shared cycling and governance paper summarizes relevant literature,the second chapter to the era of big data,share,bicycle,governance related concepts such as academic definition,at the same time for the purpose of this article the application of relevant theoretical basis,such as quasi public goods theory,synergy governance theory in detail;The third chapter summarizes the current situation of the development of Shenzhen and analyzes the positive externalities and negative externalities of the development of Shenzhen.This paper expounds the problems in the development of shared-bike in Shenzhen,and analyzes the reasons for the problems and points out the deficiencies in government governance.The fourth chapter expounds the policies of Bike-sharing management in Singapore,Beijing,Chengdu,Shanghai,etc.Chapter five puts forward several Suggestions on how the government should make use of big data to innovate the governance model of Shared bicycles,including setting up big data thinking and innovative governance concepts.Apply big data technology to establish information interaction platform;Improving laws and regulations and safeguarding citizens' interests;Standardizing market operation and promoting healthy development;Accurate data analysis and improvement of governance efficiency;Orderly data sharing and jointly built supervision platform;Perfect credit investigation system and regulate parking behavior.This paper believes that as a new thing,it is still a long way to go to study the governance of Bike-sharing.In the era of big data,the government takes advantage of Internet platforms,big data technology and other innovative means to govern Bike-sharing are also extremely important.For the development of the whole bike-sharing industry,the improvement of relevant administrative regulations,the guidance of policies and measures,the promotion of the supervision mode of government and enterprise cooperation big data platform,and the perfection of the national credit system,only the steady and orderly development of these conditions is the beginning of the maturity of the business model of bike-sharing.It is not only limited to sharing bikes,but also has great reference for the governance methods of similar sharing economy industries.
