Study On The Emergency Mechanism Of Wuhan Rail Transit

Wuhan as a huge city with high level of internationalization is facing an increasing pressure of traffic.In order to face the above pressure,Wuhan government takes great effort to develop rail transportation facilities.Rail transportation as a tool of public transportation,on one side,people prefer rail transportation because the volume of passenger flow it an carry is huge,it is also efficiency and convenient which has little impact from external factors.On the other hand,it also makes the government face huge difficulties and challenges to deal with the rail transportation emergencies due to quite fixed huge crowd,structural complexity and rescue difficulties.If the issues are handled improperly it is easy to cause the loss of personnel properties which will affect the social production order.In order to integrate the emergency management system of rail transportation,this essay is based on public management perspectives with helping by risk management and social risk theories to analysis the types of rail transportation emergencies,and the internal/external factors that caused these emergencies according to the features of the rail transportation emergencies which are suddenness,urgency,risk and uncertainty.This essay also introduces the current situation of Wuhan rail transportation emergency management system,and combine the previous disposals of Wuhan rail transportation emergencies,shows the emergency management system is insufficient,reflecting as imperfect laws and regulations,insufficient emergency system,poor communication and lack of risk awareness etc.Furthermore,this essay also uses the experiences of other foreign countries rail transportation emergency management system to propose some improvements for Wuhan rail transportation emergency management system:improve relevant laws and regulations,build qualified emergency system,pay attention to information resources,and build the crisis awareness for all people.Although this essay is focus on the research of Wuhan rail transportation,due to both of the development period and development theory of rail transportation in the whole country are quite close and similar,this essay may also provide some suggestions for other cities' rail transportation projects.
