As a part of the public transportation, the urban railway system has a big passenger volume and a small construction rate. Besides, it is environmentally protection and can reflect the city’s modernization, science and technology and its civilization. It is an important meansure for middle and big cities to deal with the conflicts between public transportation development and space resources. However, with the sharp increase of the urban population and the increasingly serious terrorism threats at home and abroad together with its closed and complex structural features, the urban railway system is facing more and more pressure and challenges in emergency control ability.Facing with these emergencies, what the managing enterprises can do is just to do the prevention and early disposal. If they want to do more, they have to ask the government for help. The government can help the enterprises to coordinate and to guarantee the rescue operation and the recover after the emergencies. Though the government is improving the emergency-solving ability by setting up the policy of "One Pre-arranged Plan and three Systems" and the managing principle of "One leader; taking the responsibilities; teamwork; working together", there are still many problems in the emergency-solving process like twisted relationship between the enterprises and the government, misty limit of responsibility and hysteretic inform.In order to improve the situation, I will figure out the causes, features and classification of the metro emergencies at first. Second, I’ll analyze the organizing system, operating system and security system of government enterprise collaborative on Shanghai Metro’s emergency management which based on the theory of crisis life cycle, synergetic and limited government, and try to explores the concrete problems and the reasons for these problems. Research shows that local government is willing to supervise emergencies happened in subway and takes the initiative to promote a series of rules and measures like making contingency plan, submission of information and full-scale exercise, etc. However, lacking of unbalanced interest in emergency decision-making, formalized full-scale exercise, and inconsistent values standpoints between government and enterprises also leads to a inefficiency and failure of collaborative respond. Hence, this passage will be analyzed and referenced on the basis of metro crisis management experience in developed countries. And we find out measures can be taken such as establish a new synergic relationship between government and enterprises featuring government-oriented and make sure that resource complementary of synergy and respond, extensive social propaganda and supported by the public. By this way, we can enhance the the echoing effect on government and enterprises over metro emergencies and, jointly guarantee the operating safety of urban rail transit.Since this thesis mainly studies the Shanghai Metro, the applicability of the thesis is limited and it needs to be further improved.
