This paper examines the cross-border security governance of the Greater Mekong Subregion under the guidance of the overall national security concept.Cross-border security issues in the Greater Mekong Subregion have been plaguing the Mekong River Basin countries and have affected the cooperation and development between China and the Mekong Basin countries.The overall national security concept is the guiding ideology of the Chinese security work put forward by the Party Central Committee in accordance with the security situation in the new period.Under the framework of the overall national security concept,cross-border security governance in the Greater Mekong Subregion should proceed from three aspects:security cooperation mechanisms,mutual trust among nations,and relations between major powers.After the end of the Cold War,there were various cross-border security problems in the Greater Mekong Subregion,such as the safety of the Mekong River route,the spread of drugs,and the trafficking of women and children.The cross-border security management of the Greater Mekong Subregion has been carried out for many years and has formed a set of governance systems.The security cooperation mechanism under this governance system is dominated by ASEAN,large countries outside the region,and the Mekong River Basin countries.Under the operation of this system,cross-border security control in the Greater Mekong Subregion has achieved certain results,especially in areas such as drug control,maintenance of waterway safety,and regional public health.However,the following obstacles exist in the cross-border security management of the Greater Mekong Subregion.At the level of the security cooperation mechanism,the security cooperation mechanisms that specifically deal with cross-border security issues are relatively scarce and fragmented,and there is a lack of coordination and communication between cooperation mechanisms that involve cross-border security issues.At the national level in the region,the differences and mutual trust between the countries in the Mekong River Basin have led to a worse-than-expected progress in cross-border security governance.At the level of large countries outside the region,large countries outside the region participate in the cross-border security governance of the Greater Mekong Subregion,which results in overlapping and competition in regional cooperation mechanisms and reduces the efficiency of cross-border security governance.Therefore,under the guidance of the overall national security concept,cross-border security governance in the Greater Mekong Subregion should start with the above three levels.At the level of the security cooperation mechanism,it is necessary to build a cross-border security governance platform and coordinate the cooperation mechanism within the region.At the national level in the region,it is necessary to implement the Asian security concept and build a community of fate.At the level of large countries at the regional level,it is necessary to build new-type relations between major powers,strengthen cooperation with other major powers,and maintain the balance among China,ASEAN,and major countries outside the region.
