Screening Index System Of Clean Governance Performance Evaluation And Empirical Appraisal

With the deepening of reform and opening up,the level of economic development improve,the market animate,but official corruption is on the rise,even affect the government's image and foundation,so since the 18 th national congress of the party,President Xi attaches great importance to build a clean government,he stresses that the party should govern the party and strictly control the party,put forward a series of ideas and measures,make great efforts to promote the construction of clean government and fight against corruption.In order to build a clean government,mainly depends on the system and culture,the culture and the system have very close connection.On the one hand,the formation and development of the system will inevitably reflect the influence of culture.The system should play its role,and it needs to conform to the development trend of current culture or future culture.On the other hand,the system is based on certain ideas,and its implementation will exert influence on people's ideas.The clean government culture helps to establish the universal moral pursuit among the social citizens,and establishes the consciousness of clean politics."Health preservation,disease prevention first",become the "firewall" of corrupt behavior,promote clean social construction.The angle of the paper is government performance generation,it is the starting point of the study to select the performance evaluation of clean government in Suzhou,combine theoretical research and practical experience,a set of index system which can explore the performance of local government's clean governance is constructed.The article is divided into five chapters,the first chapter is the introduction part,the research background and significance of the article,the research idea and method definition,the key concept and the theoretical foundation are introduced.Thesecond chapter describes the research progress at home and abroad.The third chapter is mainly about the construction and selection of the performance index system of clean government.The system has 8 primary indicators and 23 secondary indicators.There is business relationship and personal relationship in relationship between politics and commerce.The use of public power has the power of private use,abuse of power,power failure and the normative use of public rights.The supervision of power has public power supervision,inner-party supervision and social supervision.The improvement of clean governance has improvement of the cadre and personnel system?improvement of the administrative law enforcement system ?improvement of the judicial system and fiscal system.The realization degree of clean governance construction goal has violation of laws and regulations?punishing corruption?party and government satisfaction.Clean government propaganda education has clean government propaganda,clean government education.Public anti-corruption participation has the participation ability,participation intention,participation opportunity.The degree of anti-corruption innovation has innovative methods and innovative ways.Then the three-level index system was selected through membership analysis and correlation analysis.The 137 index pools were selected into 59 final index systems.Finally,the analytic hierarchy process is used to study the index weighting.The fourth chapter is the empirical evaluation of Suzhou city.Randomly selecting research units in the gusu district? high-tech zone?wuzhong district?wujiang district?xiangcheng district and industrial park of Suzhou,evaluate the clean governance performance of these areas.Finally,these problems are found in Suzhou.The clean governance effectiveness of civil servants is poor?the innovation of clean governance is low?low performance means poor development and performance evaluation.The fifth chapter mainly is conclusions and suggestions.From the angle of index importance,the analytic hierarchy process is used to study the index weighting.Studies suggest that the frequency of a government official's handling of affairs outside of work?the proportion of anti-corruption themes in the NPC and CPPCC proposals?the rate of corruption cases transfer judicial department?the changeable rate of losing a lawsuit in administrative litigation cases?the total number of regional tax incentives and so on,which play animportant role in the clean governance performance evaluation of local government.According to the empirical analysis results,the performance level of the clean governance in Suzhou is about moderate.There are many problems in the government's anti-corruption campaign,as lacking of young blood in the civil servants.The innovation of anti-corruption construction is so low that it is difficult to keep up with the development of the Times.There will be a low level of anti-corruption construction and a blank problem in the cross-belt of government functions.About methodological uses,the methods used in this paper have obvious advantages in screening evaluation index,scientific matching and analysis evaluation results.It is also objective to use these methods to evaluate the clean governance performance of local government.It can also be widely used in the practice of local government clean governance performance evaluation.In order to improve the level of clean governance performance in Suzhou.We can improve from the following aspects:establish a scientific evaluation index system for the clean governance performance,improve the level of innovation in performance evaluation,inject young blood into the civil servants.
