Consumption,investment and export are known as the three carriages which stimulate economic growth.Investment promotion is the key force of investment,as well as an important propeller of stabilizing economic growth,adjusting structure and benefiting people's livelihood.The staff in investment promotion department is the main force to carry out investment work,therefore,performance appraisal of the staff is an effective way to enhance the quality and skills of the team,ensuring smooth development of investment work.Investment departments belong to government departments.In recent years,many areas have been trying to explore the establishment of performance appraisal system for investment promotion department.However,due to lack of effective experience and in-depth research,the establishment of the appraisal mechanism is not so scientific and reasonable,not so efficient to stimulate the subjective initiative of the staff,and thus affecting the realization of the mission objectives.On the basis of consulting domestic and foreign related information about public sector performance appraisal,the paper first introduces the basic situation of the staff of investment promotion departments in Tongling City as well as the performance appraisal.Through the issuance of questionnaires,this paper makes an in-depth analysis of the problems and shortcomings in the present performance appraisal system,such as the evaluation index design,lack of pertinence,unreasonable assessment index weight and not effectively utilized evaluation results,and then finds out the causes of the problems combined with the relevant theory of performance appraisal.According to the above problems,based on the target and the actual situation of investment promotion in Tongling,the objective management method is used to optimize the performance assessment index system and the evaluation results,in order to make the evaluation more targeted and scientific,thereby increasing investment personnel individual work enthusiasm and combat effectiveness of the team.In the final conclusion,the paper gives a brief summary of the research results and the shortcomings,and points out the future research direction.The exploration of this paper on optimizing the performance appraisal system of investment department staff will further improve the administrative efficiency of government public sectors and the effectiveness of performance appraisal system.
