Research On Innovation Of Grassroots Governance In Rural Areas Along Dianchi Lake

The third plenary session of the 18 th CPC central committee pointed out that the overall goal of comprehensively deepening reform is to improve and develop the socialist system with Chinese characteristics and modernize the country's governance system and capacity.At the fourth plenary session of the 19 th central committee of the Communist Party of China,strategic plans were made to realize the further modernization of China's governance system and capacity,and "governance of China" was elevated to a major historical task for the great rejuvenation of the Chinese nation.Rural grass-roots governance is the micro-foundation for realizing the modernization of national governance and the organizational condition for realizing rural revitalization.In the context of urbanization and ecological development,rural communities along the Dian Lake in Yunnan Province encounter a great number of opportunities as well as challenges.Local officials and masses have implemented a variety of innovative measures in the practice of rural governance,effectively solving many problems,and their experience is of great significance for reference.The urbanization and ecological development not only bring the reality test of land loss to the rural residents along the Dian Lake,but also bring many opportunities for the modernization of production and lifestyle.To realize the rural revitalization along the Dian Lake,three problems in the regional development must be solved,the decentralization of land-lost villagers,the weakening of the main body of rural construction and the slackening of the rural grass-roots governance organizations.With the effective rural grass-roots governance innovations,local cadres and masses take resultful measures as follows,first,in view of the decentralization of land-lost villagers to implement the cooperation;second,in view of the weakening of rural construction subject to strengthen villagers' subjectivity;third,in view of the poorly organized rural grass-roots governance communities to complete reorganizing,which well solve the above problems.These show that the rural grass-roots governance can serve as the superstructure to positively promote the collective economy as the economic base,so as to explore an effective way to realize rural revitalization.Under the guidance of Marxism,this paper first introduces the urbanization and ecological development of Dian Lake coast;secondly,analyzes the inner contradictions in rural economic and social development along the lake,thirdly,taking Zhongyi village and Qibuchang village as typical examples of rural grass-roots governance,systematically introduces how they solved the development difficulties with the solutions of grassroots governance innovations;and finally summarizes the research and puts forward several countermeasures and suggestions.This paper holds that it is the basic experience of rural grass-roots governance innovations along the Dian Lake to continuously develop and expand the collective economy,strengthen the principal position of villagers in the rural revitalization,reinforce the functions of grassroots Party organizations,and discover and cultivate rural talents.On this basis,the following actions should be taken in order to enrich the theory of rural grass-roots governance modernization,they are,innovating the realization form of collective economy,maintaining the dominant position of collective economy property right,exploring the new correct methods to deal with the contradictions between the cadres and the masses,and seeking the new ways to cultivate the talents of rural revitalization,.As long as we concentrate on carrying out grass-roots governance innovations,the vast majority of cadres and masses in the countryside will be able to solve all kinds of complex contradictions in the process of rural revitalization,which is helpful to truly achieve rural revitalization.
