The civil service has always been the focus of social attention.Civil servants undertake most of our public functions and are most closely connected with the masses at work.Their knowledge structure and ability level are not only closely related to their personal careers,but also to a large extent,reflect the performance of public governance of the party and the government.Today,with the highly developed administration and internationalization,the existing methods of learning and transferring work experience in posts have limited roles,not to mention that knowledge is updated frequently.Therefore,further learning and improvement are the only ways for civil servants to meet the requirements of their posts.This paper is divided into five parts.The first part elaborates the realistic background and the significance of the topic.It reviews the related studies of civil servants' continuing education both at home and abroad,which provides the basis for this paper.The second part explains most of the theoretical knowledge used in this paper in detail.First of all,the relevant concepts are clarified,including the definition of civil servants,continuing education,and their related connotations.In addition,the theoretical basis of continuing education for civil servants is also stated in this chapter.The human capital theory,lifelong education theory and adult learning theory are introduced,which provides a theoretical research framework for this study.The third chapter studies the development status of the continuing education of foreign civil servants by taking the United Kingdom and Japan as examples,and actively discusses the achievements and experiences of foreign countries in continuing education,which provides some reference for the innovation of the continuing education of civil servants in China.The fourth part summarizes the current development of the continuing education of civil servants in China.In the following,a questionnaire was designed targeting at the current status of continuing education in the civil service.The survey was conducted in M province.A series of analyses were conducted on the survey data to understand the current status of M provinc.and then The fifth part analyses the existing problems in M province.The problems are pointed out as follows:the contents for civil servants of M province to learn are outdated,and is disjointed with actual needs;single teaching method,and low degree of popularization of scientific methods;civil servants have passive or even negative incentives to participate in training;units and training institutions pay insufficient attention to continuing education;continuing education assessment becomes formalistic.This two chapters is considered as the core of this paper.The sixth part draws conclusion on the questionnaire survey conducted in M province,and put forward a series of corresponding countermeasures and suggestions,namely,Raising the Importance of Continuing Education,Stimulating the learning motivation of the civil service,Enhancing the adaptability of continuing education content,Besides,Further advance educational method innovation And the Implement of an assessment and incentive system for continuing education are also included.
