Study On Social Governance Of Traditional Village Rule In China

The Village Rule is the behavior and organizational norms of the self-management and restraint formulated by the villagers according to the needs of rural life and rural social management,on the basis of consensus or under official advocacy and supervision.We usually refer to village rule which formed on the People's Republic of China before the establishment as traditional village rule,In order to distinguish it from modern village rule.In this article,the scope of the traditional village rule was limited to the end of the Qing Dynasty.As for the village rule which reflect autonomous thought in the West in the period of the Republic of China,we will not research temporarily.The traditional village rule in China contain both the content of behavioral norms and certain organizational forms.Its development has a long history and it is deeply influenced by the changes of rural organizations in China.In the development and evolution of traditional village rule,the relationship of rural organization,the militia organization,the food warehouses organization and the private school organization became clear,and the rural governance theory which the rural organization as the main aspect and the militia organization,the food warehouses organization and the private school organization as the secondary aspects formed.As one of the folk norms of social governance,the traditional village rule in China has played an important role in stabilizing social relations,developing agricultural production,conduct group mutual assistance,protecting the rural environment,promoting morality,implementing education.Its orientation is based on the rule of virtue idea in order to persuade villagers to be good people and.It achieved the self-management and services in the rural society by the division of labor of the rural organization,the militia organization,the food warehouses organization and the private school organization,according to the internal rules of the rural society.With the development of traditional village rule,it gradually get the attention of rulers because of the function of social enlightenment,the ruler's will convey to rural society by the village rule and the village rule become an important supplement to national law.After the middle and late Ming Dynasty,the development of village rule promotes the construction of the clan's commune.The thoughts and content of village rule has a profound impact on the formulation of clan rules,the village rule became the bond and power linking national law and family law.The traditional village rule brought important significance to the governance of rural society,but it should also be noted that the governance of rural society by the village rule aims to achieve the control of rural society,in the context of centralization and royal power,social autonomy which based on social self-conscious does not exist.Since the reform and open,we actively develop grassroots democracy and practice villager autonomy in vast rural areas and have got a good result.In the new era and new background,the efforts and innovation of modern village rule is to excavate the value of social governance of the traditional village rule,in order to promote the rejuvenation of rural society.
