Research On Influence Factors Of Public Orderly Participation In Natural Disasters Emergency Relief

Because of the complex geographical conditions and the vast territory,China is one of the countries which are severely affected by natural disasters all over the world.Natural disasters are characterized by variety and widely distribution.Major natural disasters will cause great loss of lives and property,which brings a great challenge for the government's emergency management.In recent years,our government has accelerated the construction of emergency management and made progress in formulating laws and regulations,by carrying out contingency plans,organizing contingency teams and equipment,and perfecting emergency platform system,etc..However,the power of the government is not enough.In China's natural disaster emergency relief activities,the degree of public participation is not high,and the way of public participation is usually out of order.To solve these problems,this paper studied the influencing factors of orderly public participation in natural disaster emergency relief.First of all,this paper analyzed the current research situation from two perspectives: public participation and emergency relief.The characteristics of natural disasters,the necessity and the feasibility of public participation were also analyzed.On the basis of the existing literature,this paper formulated the evaluation criteria for orderly public participation.Then from the macro and micro aspects,this paper summarized and analyzed the influencing factors of orderly public participation.Secondly,this paper proposed seven factors which affect public orderly participation in natural disasters emergency.These factors included individual psychological cognition,economic development level,cultural atmosphere,policy,participation consciousness,participation motivation and orderly participation behavior.According to the correlation between factors,the hypotheses were put forward and the initial structural equation model was established.After parameter estimation,hypothesis testing and model updating,this paper analyzed the direct and indirect effects between factors.Finally,this paper put forward several countermeasures and suggestions which may improve the activity of public orderly participation in the emergency relief of natural disasters.As a result,this paper widens the theory of emergency management and provides theoretical basis and method for the practice of public orderly participation in emergency relief.
