Governance-orientated Research On Participation Natural Disaster Emergency Management

Along with global climate change and the high-speed progress of China’s modernization,the occurrence of natural disasters is higher than ever.At the same time,natural hazards become bigger.In order to guarantee people’s lives and property safety as much as possible,our government has developed a management system including emergency plan,system,mechanism,law.Although this system is effective in accordance with actual conditions,there are still some vulnerabilities.Because of the fragmentation problem,“government failure” is not uncommon in the emergency management process.At present,our emergency management is still based on administrative order and mobilization.This phenomenon leads to the dominance of the government,so other participants are hard to involved.Meanwhile,the ability of participants also need to be improved in emergency management.Based on this background,this thesis use the governance theory analyzes the current situation of participation in the emergency management.So to make up the weakness and improve the work,our country should integrate all the principals to take part in emergency management.This paper uses holistic and network governance for reference.Aiming at these shortages,this paper puts forward some measures,and through these measures,many participants can be integrated to protect lives and property.
