The responsibilities of the School of Administration are to train high-level personnel for the study of party and state policies,to train senior civil servants,to provide government with policy advice on public administration,to carry out theoretical research in public administration.The system of our country's administrative institutes(Party schools)is divided into different administrative levels(provincial party schools)at the provincial and municipal levels,as well as administrative institutes(district and county party schools)at the district and county levels according to different levels.In China,the administrative institutes and the Party schools are generally a set of teams and two brands.They are the institutions that train and educate ordinary party members and party members and cadres of our party.The main tasks of the administrative institutes are to organize and train planned and purposeful organizations,to improve the party members' self-cultivation of the party members and the theoretical cultivation of Marxism,and to analyze and solve the problems with the guidance of Marxism-Leninism.Under the new situation,Party members at all levels need to ascend their political and ideological,political values and science and technology and cultural standards.We must enhance the party's accomplishment of party members at all levels and tap the exemplary lead effects of party members.At all levels of administrative institutes in the field of party building innovation theory,party members in the ideological status of the investigation and study and the construction of party organizations also undertake the corresponding tasks.H Municipal Administrative Institute In the process of public administration reform,personnel management is currently a multi-track system of personnel management.It not only refers to civil servants managing staff with civil servant status,but also has pure career staff,Such as teachers and logisticians.Due to the difference in their identities,there are many differences in salary treatment,examination,rank promotion,etc.There are still many places where personnel management needs to be coordinated and perfected.This article will analyze its deficiencies in personnel management and propose improvement measures.The first part mainly introduces the research background and the significance of the research,analyzes and elaborates the current situation and experience of personnel management in foreign institutes and domestic administrative institutes.The second part elaborates related concepts in detail,The third part is based on the H City Administrative College as an example,a detailed analysis of the current personnel management strategy and the existing problems and deep-rooted causes of the public management institutions;the fourth part is based on foreign(UK And Japan),as well as domestic(Chongqing and Guangdong)personnel management as a typical case of empirical analysis,in-depth analysis of its personnel management methods,methods and experience for H City Administration School personnel management what inspiration;the fifth part from the strict preparation Management,administrative separation,improve the public participation in management and construction of scientific incentives and other aspects of the H Municipal Administrative Institute personnel reform strategy analysis;the sixth part is the conclusion part.Based on the in-depth analysis of literatures on public administration in and out of the country,this paper,based on personnel administration theory,motivation theory and scientific management theory,gives a detailed description of the current situation,problems and causes of personnel management in this specific case of H City Administrative College Analyzes and expounds the problems and contradictions existing in the personnel administration of the H City Administration Institute at present,such as the problems of mixing and reorganization,the imperfect management of public participation in the public administration,and the lack of scientific incentive mechanism.Based on the analysis of the successful cases both at home and abroad Proposed to improve the H City Administrative Institute personnel management measures and recommendations.
