Research On Dilemma And Countermeasures Of Rural Cadres In Rural Governance

The issue of "agriculture-countryside-farmer" is a fundamental issue concerning the national economy and the people's livelihood in China.Rural governance is the most important foundation and essential part of national and social governance in contemporary China.The rural revitalization strategy was proposed on the 19 th National Congress of CPC which is a new strategy on the deployment and requirement of "Three Rural" Issues for CPC with the developing socialism with Chinese Characteristics in the new era.The implementation of the rural revitalization strategy is not only a benefit project for the peasant and people but also a wide range project of various elements.For the countryside it has great and strategic significance especially for the remote western mountainous area,which means that it is necessary to promote the prosperity and development to change the rural landscape and realize the stable and effective governance of rural.Rural area is faced with an unprecedented developing opportunity.Rural cadres are the leading groups in the rural governance and the key to implementation of the strategy of rural revitalization who shoulder the responsibility of the economic development of countryside,the social stability,the poverty alleviation and the social service.The report of the 19 th National Congress of CPC of Comrade Xi,proposed creating the structure of social governance and share together,improving the rural governance system combining the villagers autonomy,rule of law and rule of virtue.This is an effective integration of a variety of governance approach.In the new era,It can indicate the direction and provide the effective method for the work of rural and put forward the higher demand of rural governance.At the present stage,with the economy and the society rapidly developing,rural cadres fall into the dilemma of rural governance.If they do not solve this problem,they will hinder the development of the countryside.Combining with the reality of D County in Sichuan Province,the author made the literature research,analyzing the development of the rural governance since the reform and opening up,the role of rural cadres,the background and significance of rural governance in the new era,the dilemma and countermeasures of rural governance and the model of rural governance which can be used for reference in other areas.By using the way of field research and visit discussion,the author masters the rural cadres are facing multiple pressures from villagers,superiors,reality,survival and individuals.These pressures create some problems.The author also analyzed the reasons of the problems.In view of these problems,the author put forward five counter measures and suggestions of inspiring the power of governance,changing the concept of governance,opening the joints of governance,enhancing the internal force of governance,and improving the performance of governance.The research will improve the effect of rural governance and be right to developing the socialism in the new era.
