Researh On The Multi-Subject Cooperation Of Nanning "Time Bank" Elderly Care Service

As government functions are transforming,pension governance focuses on communities,and needs of the elderly become increasingly diversified,the cooperation of multiple subjects provides a new pension idea for the effective supply of "time bank" pension services.The supply subject structure of Nanning "time bank" elderly care service has changed from a single subject of the government to a structural paradigm jointly undertaken by the government,communities,social organizations,elderly care service institutions,colleges and universities and other subjects.Building a cooperative partnership between multiple subjects of "time bank" elderly care service is the key to meet the diversified and professional needs of the elderly,and can effectively deal with the challenges brought by the increasingly severe aging phenomenon in Nanning.Therefore,based on the background of population aging and diversified needs of the elderly in Nanning,this paper takes the "time bank" in three communities of Nanning XZ community,NH community and XH community as the research case,and deeply analyzes the conditions,practice and achievements of multi-agent cooperation in Nanning time bank service through in-depth interviews with relevant subjects of "time bank".On this basis,this paper focuses on the dilemma of multi subject cooperation of Nanning "time bank",including unclear functional positioning of multi subjects,poor cooperation,coordination and communication mechanism,low efficiency of cooperation and imperfect cooperation guarantee mechanism.Then it analyzes the reasons for the dilemma of multi-agent cooperation of "time bank" from three aspects: the restriction of system concept,the imbalance of policy capital personnel guarantee and the lack of platform trust.Finally,with welfare pluralism theory and collaborative governance theory as its theoretical support,this paper puts forward a possible way to optimize multi-agent cooperation of "time bank" in the following aspects: clarification of multi-agent responsibility,improvement of the communication and coordination mechanism for multi-agent cooperation,increase of the efficiency for multi-agent cooperation,as well as development of the guarantee mechanism for multi-agent cooperation,in order to explore a new path suitable for multi-agent cooperation of Nanning "time bank",promoting the robust long-term development of Nanning "time bank".
