The 19th National Congress of the party have proposed to change the functions of the government,delegate more powers,innovate the mode of supervision,strengthen the credibility and execution,and build a service-oriented government with the satisfaction of the people.In particular,it is to deepen the decentralization of power,improve government efficiency,standardize administrative management,improve information transparency and innovative service,in order to meet the growing public needs of the people and provide more public service efficient and quality for the people.Then enhance the "sense of gain" of the people.In this background,this paper points out that the promotion of government service is mainly implemented in five ways:one is to strengthen the list management of government matters,which is to carry out the list system,reduce the number of matters and to carry out dynamic management.The two is to promote the collaboration,which is to push on institutional coordination and cross-sectoral process reengineering and information sharing.The three is to build up the government service standardization,which is to standardise issues management,process management,service behavior,place establishment,supervision and inspection.The four is to enhance the level of information disclosure,which is to improve the system of norms,establish negative lists,improve the level of information.The five is to develop "Internet plus government service",which is to build up an integrated network service system and a government service system with overall linkage,departmental coordination,provincial overall planning and one network handling.The Xiamen city has got some results in the above 5 aspects,but there are still some problems:in the management of matters,she took implementations of the "Six Laws" principle,standardized the contents of the list,and established a dynamic list management system,but the special link lists and negative lists are incomplete.In the coordination of government services,Department,the Department is not complete.In collaboration,the "multiple planning" cooperation platform was set up,the "parallelling approval" process reengineering was carried out,and the certificates were shared,but the coordination of the different departments and different levels was limited.In the standardization,the standardized government service was carried out,the national standardization reform scheme was implemented,and the job security was strengthened,but the theory researches and contents are still not complete.In the information disclosure,the working mechanism is more complete,the disclosure content is more in-depth,but the convenience is not very good,and there is a lack of policy interpretation and response.In the "Internet plus government services",online management has promoted,the entity government hall is integrated with the online service systems,and the government data sharing is pushing on,but the data are scattered,and the strength of the integration and sharing is insufficient.This paper,based on the national policy and the reality of Xiamen,puts forward the countermeasures to improve the level of government service in Xiamen,which are:improving the list of special link lists and negative lists;strengthening inter departmental coordination and promoting urban interaction;taking "human core" as the center to optimize the process and improving the standards in the process of service delivery;expanding public participation and communication in information disclosure;breaking barriers between department matters and systems.
