The Family Responsibility In The Process Of Building Home Care Mode In Our Country

China's family pension has a long history tradition.It sprouted in the ancient agricultural civilization and was embedded in the intricate social system.It has a pivotal position in the pension security system.Due to the emphasis on "filial piety" of the Confucian culture for thousands of years,the obligation to support the elderly has been internalized into the responsibility and self-consciousness of each Chinese son,and is deeply rooted in the ideology of the Chinese people,which has shaped our society.Good old-age tradition of respecting the elderly.In the new era,the family is still an indispensable basic unit in the process of responding to the aging of the population and the aging of the population.In the process of building an old-age pension model,what kind of responsibilities should the family assume and how should their responsibilities be positioned? This is a problem that needs urgent consideration in the era of socialized old-age care services.This paper uses literature analysis,historical analysis and comparative research to study the family responsibilities in the construction of the old-age pension model in China.The study finds that at present our country's family support responsibilities suffer from three challenges: First,the reverse adjustment of family power relations,the elderly lose their dominant position in the family.Second,the change in the family structure has led to an increase in the “burden of the elderly” year by year,and the function of family support and care for the elderly has weakened.Third,the declining culture of filial piety shakes the cultural foundation of family endowment.In this context,the family responsibilities in the home-based care model have become increasingly weak.However,under the dual effects of the needs of the elderly and the culture of filial piety,the family has the important role that the state,the community,and other responsible subjects cannot replace in the home-based pension model,andit has become inevitable to strengthen family responsibilities in the home-based pension model.Based on the lessons learned from Singapore,Japan and the United States,this paper proposes ways to strengthen the family responsibility in the construction of home-based care model.From the perspective of concept,we establish the family perspective in the home-based care model and incorporate the family perspective into the category of pension policy considerations.At the practical level,it mainly analyzes the three dimensions of cultural leadership,legal protection and policy support,as follows: First,cultural leadership: promoting the virtues of filial piety and reshaping the concept of filial piety.Second,legal protection: improve the legislative hierarchy,formulate detailed implementation rules and safeguard mechanisms.Third,policy support: Build a family pension network and improve family caregivers support policies.
