| By may 2020,the seventh national census will be officially completed,and China’s population over 60 years old will exceed 264 million,accounting for 18.7% of the national population.With the deepening aging situation,the problem of how to rely on and support the old will become increasingly prominent.At the same time,the problem of aging in Xi’an is also severe.Therefore,it is very necessary to develop the cause of providing for the aged,adjust the structure of providing for the aged,and pay attention to the living conditions and quality of life of the elderly.How to enable the elderly to live a high-quality and dignified old-age life while enjoying their old age is a problem that must be considered.Based on Maslow’s theory of demand and multi center governance,this paper investigates the supply of community home-based elderly care service in Xi’an by visiting home-based elderly care communities and community home-based elderly care service institutions in Lianhu,Yanta,Changan,Lantian and other districts and counties,as well as civil affairs and elderly care departments in cities,districts and counties.This paper focuses on the role of each supply subject;The two main supply modes of government and market are studied;Two kinds of supply processes are studied;This paper studies the gap in service content between basic elderly care service and extended elderly care service;This paper studies the supply effect of community home-based elderly care.The study found that the supply of community home-based elderly care in Xi’an has some problems,such as low industrialization level,difficult entry and operation of enterprises and social organizations,single service content,high repetition rate,low application degree of "smart elderly care" platform and modern technology,and difficult evaluation and supervision of service effect.Finally,it puts forward countermeasures and suggestions to improve the supply of home-based elderly care in Xi’an,seeking the diversified development of supply subjects based on policy support,the diversified development of supply methods based on classified management and the accurate development of supply content based on service demand.Starting from Xi’an,this paper makes an in-depth study on the supply of community home-based elderly care service,and expects to formulate social service policies such as home-based elderly care in Xi’an,enhance the government’s public service capacity,reduce the elderly care burden of families,and provide some help and support for the smooth operation of community home-based elderly care service in Xi’an. |
