Research On Corruption Of Civil Servants At The Grass-roots Level Analysis On The Perspective Of Riggs's Administrative Ecology

Anti-corruption has always been an important issue in the academic in china.The study of the corruption with the Politics,Sociology and Economics have been get some achievements now.But the study of corruption from the traditional theory of public administration,especially the research on corruption of civil servants at the grass-roots level in China,is still lacking.Therefore,I try my best to analyze the corruption of the grassroots civil servants at the present stage in China in the perspective of Riggs' s administrative ecology.This article takes China as the prerequisite for the transition society,Summarizing the status of corruption in grass-roots civil servants in China through the collection of website data and corruption cases.Then,combined with the characteristics of transitional society,namely heterogeneity,formalism and overlap,it analyzes the characteristics of grassroots civil servants corruption in China,such as purpose diversity,way concealment and power expansion.The key to analyze reasons of corruption of grass-roots civil servants in our country with the five elements of Riggs' s theory of administrative ecology,the five elements of Riggs' s economy,society,communication network,symbol system and political structure provides a macro framework for the analysis of corruption of grass-roots civil servants.This article analyzes the causes of corruption in the grass-roots civil servants from the perspective of the reform of the market economy system,the wage system of civil servants and the bribery of local enterprises.The social elements start from the interest relationship group and the ripple form interpersonal relationship,and draw the conclusion that the grass-roots civil servants in China will be corrupted by human feelings and mutual asylum,and will also be corrupted by their family's participation in corruption.The elements of the symbol system mainly analyze the cultural factors of the corruption of the civil servants in our country from the traditional ideology of official standard and the Western utilitarianism and so on.The elements of communication network involve the situation of poor communication at the grass-roots level and the aggravation of corruption at the present stage of our country.The main elements of the political framework are analyzed from the Chinese decentralization and the local officials' Championships.These specific factors are summed up as three major categories of corruption motivation,corruption opportunity and corruption environment.It is concluded that the corruption of grass-roots civil servants in China is the result of the joint action of corruption motive,corruption opportunity and corruption environment.In view of the characteristics and reasons of the grass-roots civil servants in China,conclusion the three aspects such as creating a clean environment,eliminating corruption motives and reducing corruption opportunities,this paper puts forward some countermeasures to prevent the corruption of civil servants at the grass-roots level in China.
